Upon the human carrier, Damon seated himself in the central seat as the Prime Representative of the Human Race, while Felicia was seated on his left and Xela on his right. The young girl squirmed in her seat, clearly not wanting to be in the limelight like this, but Damon and Felicia insisted.
As the three EX ability holders of their race, they had to make a unified stance to deter the wolves of the universe, not to mention that everyone who was with them at least had an S-grade ability, but they could only stand for now.
Soon, everyone was seated, and the weekly IUAS meeting began.
Once again, it was chaired by Kissuo Vritu, who briefly introduced himself and his compatriots behind him.
"This week, we have quite a full agenda to deal with, so I made sure to send a notice to all species' representatives to be here in person," Kissuo stated, glancing around the senate casually.
Seeing that everyone was much more formal and restrained compared to the usual meetings, with more dignity and pressure, he was actually more satisfied. Talking to mere lackeys meant to be stand-ins each week felt more and more demanding to someone of his standing, so this was what he obviously preferred.
"First things first, we shall discuss the results of the 10,430th weekly expedition into the Chaotic Realm, hosted by the Union's Battlecorps. After that, I will discuss the changes to the Union's laws regarding the discovery of new species and also handle the official reshuffling of the universe species ranking as a result of the new species joining us last month," Kissuo said, causing the expression of many species' representatives in the top 100 to become grim.
After all, this was the only reason they came here today.
Kissuo shuffled his documents and went on. "During the recent exploration, no new areas were discovered by the Battlecorps, but more focus was put into the newly discovered Armageddon Area within the 33rd Sector. What was found there was bizarre and confusing, causing countless deaths and losses for both the Battlecorps and private contractors who paid to enter."
There was a slight buzz in the Union Senate due to that, as losses in the Chaos Realm were normal, but for Kissuo to directly state it was 'countless' meant that the survival rate was less than a single digit in terms of percentage!
What kind of area was this?
"Its danger rating has been raised to the top 5, specifically 3rd place. From the reports received by the survivors of all factions, there has been a preliminary guide compiled by the IUAS available on our Virtual Platform for all species to freely peruse."
Kissuo shuffled his documents. "Entry into the Armageddon Realm has been restricted due to this, and entry is now free to all species, but one must at least be level 150 and above while having at least a C-rank ability to enter."
There was a short spell of noise once more, as the requirements were steep. The level was not much of a problem since it could be ground with time or purchased from Godin's company, but the ability was a hard wall blocking many from venturing within.
"Finally, on this topic, the recounts of those who survived from the realm were run through our database. As you know, many areas in the Chaos Realm have been mysteriously linked to various segments of history from various species' backgrounds."
Kissuo glanced upwards as he revealed some shocking news. "This new realm has been found to match a segment of mythological history of the human race, a realm of Gods experiencing the end of the world from a powerful fire creature as well as a giant serpentine species. By cross-checking this information, we were able to discover that there is virtually no way to survive this area and obtain the core Chaos Source within."
Damon and the other humans were confounded as the attention of the senate was thrust upon them earlier than they expected, and for a reason they could never have predicted. Damon remembered talk about this new area during the last meeting when they were inducted, but he never thought it would ever be relevant to them again.
Armageddon? A giant snake and a fire creature?
Was that Ragnarok?
If so, then yeah, given the knowledge Damon had about the powers in the universe, only the likes of Alexander and top species leaders could possibly go toe-to-toe with the Norse Gods, assuming the Chaos Realm presented them at their full theorized power.
"Next on the agenda is the law change. It has been found that there have been some omissions in the process of species discovery laws, which have been amended over the past week in consultation with the top ten species' representatives."
Kissuo wore a calm expression. "As these amendments were made to counter omissions made by the Intergalactic Union's Senate, there will be no voting, only instant ratification and implementation."
His words caused an even bigger storm as many species below the top 10 were extremely dissatisfied and were not scared to make it known.
Damon himself had his eyes narrow as he recalled a certain provision in the IUAS' Core Tenets, which were like a Constitution of sorts, that allowed for this kind of brute-force behavior that disregarded everyone else.
However, as a graduate law student himself, he was aware that these kinds of terms and rules were just there to act as a deterrent and were realistically not meant to be used. Many contracts and parliamentary statutes had such terms mixed within, and it was common sense that acting on them was actually more harmful than letting them be flouted because it would lead to social and financial consequences.
Looking at how the various species were acting, the IUAS would likely pay a price in terms of credibility, reliability, and its ability to easily enforce rules on all species for a long time to come, but it was clear that the top ten species had already considered this and were willing to pay the price.
The reasoning was also obvious—they never wanted a situation where a new species like humanity came up, and they would be left out of the loop till the last second due to some unruly overseer!
It was better to offend everyone and spend the next few decades placating them slowly than to have the species ranking directly penetrated without a way to stop it, affecting everyone's benefits!
"The rule has to do with specifying that upon evaluation of a species during their first sampling, all results must be wholly livestreamed to the IUAS database in an ongoing manner with an IUAS representative digitally overseeing this."
Kissuo's face darkened. "Failure to do so will result in a Tier 4 penalty upon the Overseer and their species."
Many gasped in shock, their anger subsided due to the seriousness of the situation. Looking upwards, Damon saw that Ambrose's face changed greatly, and the woman who had cooled down after being placated glanced at him with such fierceness that even he, Damon, felt a chill.
Xela couldn't restrain her curiosity as she leaned towards Damon and asked: "What is a Tier 4 penalty?"
The rest also leaned closer to listen, even Felicia.
"As I shared the other time, the IUAS does not have imprisonment as a punitive measure because the Universe Will sees that as useless. Rather, all punishments are based on making criminals make themselves useful, throwing them into the Chaos Realm with various requirements and limitations depending on the tier of their punishments."
"There are five tiers, from Tier 1, which is the lowest, akin to a misdemeanor, and Tier 5 as the highest, akin to the death penalty. Tier 4 means that the overseer and all the warriors in his race will be made to spelunk in the Chaos Realm for a minimum of 50 years nonstop and must harvest at least 500,000 units of Chaos Essence by the time the punitive term ends."
Damon smiled grimly. "Just so you know, the yearly harvest of Chaos Essence across all species is only between 200,000 to 500,000 units. For one species alone to acquire 500,000 in 50 years… heh."
Understanding now, the humans also felt a chill. They also keenly felt the malice of the top species towards weaker ones and those who would challenge their power.
Once again, they began to realize that without an omnipotent impartial entity like the Universe Will, the nature of life within the universe would be vastly different compared to what they were seeing now.
"You can find the official publication of the amendment on our Virtual Platform, and even though it does not take effect retroactively, it shall be effective starting this very moment. Please take note." Kissuo said finally, shuffling his documents once more.
"Now, the final matter on our agenda for this week, which is the reshuffling of the Universal Species Ranking. As per former reshufflings, we shall announce the species rankings from first place down to the hundredth spot and explain why each species was allocated such a position, as well as the value presented to them as a result."
