Tsunade had always despised how the Third Hokage and his council treated Kushina like a chess

piece, something to be manipulated and controlled.

"Don't forget, I'm part of this too. You think you can just take it from me and Kira?"

"Let me make this clear—you can forget about it."

The Third and Danzo's expressions darkened.

The Third spoke firmly. "Tsunade, now isn't the time to be stubborn. You and Kira should

understand the strategic importance of this technique."

"This must be controlled by the village."

"That's why I propose this—both of you will be properly credited. As a reward, you and Kira can

each choose a jutsu from the Sealed Scroll."

He knew they couldn't just force this issue without offering something in return.

After all, the research wasn't even finished yet.

If Kira and Tsunade refused to cooperate, they might lose everything.

Danzo frowned but held his tongue.

He didn't want Kira to gain access to the Sealed Scroll—it contained too many dangerous jutsu.

But if they didn't offer anything, the medical seals might never materialize.
