If Sett and his party were willing to keep it secret, that was enough. Commoners might be unwilling to keep such a tremendous thing a secret, but nobles wouldn't be so hard to keep in check.
At least, they could threaten the noble houses using the Pharaoh's name!
If the commoners of the world learned of the Pharaoh's great goal through Burrhen, he could forget his head. So he had to be careful with the whole thing.
But if other nobles were the cause of it, Burrhen would just have to explain himself.
