Ningguang's questions were answered by Takumi one by one.

As long as there were no issues with the magnetic field on the other side of The Chasm, the walkie-talkies should work. However, Takumi couldn't guarantee it and suggested they would need to explore and test them firsthand.

After understanding this, Ningguang immediately responded:

"I understand. I'll have someone test it. However, when the time comes, make sure to send some more back."

She felt the number of devices was too few and not enough to distribute effectively.

Hearing Ningguang's request, Takumi couldn't help but chuckle but did not refuse. He agreed to have more sent over later.

After finishing his conversation with Ningguang, Takumi went to rest.

The next day, the construction team in the villa area began their survey. Takumi and his team headed to their new office area to check on the nearly completed renovations. Seeing that the place was almost done, Takumi decided to speed up the process and personally oversaw the final touches.

By noon, the place was fully renovated, and Takumi began moving things over, including the large model displays and other equipment, officially marking the opening of the new office.

Once everything was in place, Takumi used the radio to notify everyone about the office relocation. This also meant that Wangshu Inn could now reopen, as Takumi and his team had fully moved out. 

For the time being, Wangshu Inn remained the only hotel in Guiliyuan, as another was still under renovation. Despite this, the inn continued to do well in business due to its breathtaking scenery, allowing visitors to enjoy a panoramic view of Guiliyuan.

After settling into the new office, Takumi also established his personal workspace.

That afternoon, Ganyu arrived in Guiliyuan. She was there to assist Takumi in forming a team to manage the development of the city.

"Sister Ganyu!" Yaoyao excitedly ran over upon seeing her.

Ganyu smiled warmly at Yaoyao. "Yaoyao! Have you been behaving?"

She ruffled Yaoyao's hair, speaking in a parental tone.

Hearing Ganyu's words, Yaoyao hurriedly nodded, though her guilty expression betrayed her.

Ganyu chuckled, sensing that Yaoyao must have gotten into some mischief. However, since Takumi hadn't said anything, she let it slide.

In reality, Yaoyao had been having a blast with Klee, spending most of her time blowing up bodies of water around Guiliyuan. Luckily, Klee hadn't taken to bombing toilets—otherwise, Takumi might have had to intervene more seriously.

After a brief chat with Yaoyao, Ganyu turned to business.

"Takumi!"

Hearing Ganyu's voice, Takumi nodded.

"I'll be relying on you from now on. You can stay at my place for the time being."

Takumi already understood Ganyu's purpose in coming here, so he immediately arranged accommodations for her.

Ganyu had no objections and quickly called in the rest of her team. She had brought several clerks, all trained in Liyue, but unable to find work due to the full employment at Liyue Harbor. Now, they could take on roles in Guiliyuan.

Together, Ganyu and Takumi organized various departments.

Public security management was assigned to the Qianyan Army.

Land development was entrusted to Keqing, who was given the authority to form her own team.

Takumi oversaw the overall planning, while tax-related matters were temporarily placed under Xingqiu's responsibility.

After several days, the foundational administrative team was fully established, and work assignments were distributed.

Responsibilities such as construction material deployment and financial management were handled by designated teams. Although Ningguang funded the project, wages and other costs needed careful management.

Shop rentals and sales were also transferred from Liyue Harbor to Guiliyuan. 

This was Ningguang's plan—to consolidate commerce into a central hub, making it easier for people to purchase goods in one location.

In addition, departments for transportation and law were set up.

For legal affairs, Yanfei was invited. She was interested in Guiliyuan's development and quickly accepted the role, especially since Ganyu personally requested her involvement.

While the laws of Guiliyuan and Liyue Harbor were similar, some amendments were necessary, making her expertise invaluable.

Even the Treasure Hoarders were being supervised under special management regulations.

Education was another key focus. Ningguang had invited numerous teachers, along with alchemists, who were now working on writing textbooks.

Takumi also enlisted Shenhe's help in this endeavor. Since Shenhe had some knowledge of mechanical systems, she contributed to the development of beginner textbooks, ensuring they were as simple as possible for newcomers.

Additionally, Takumi asked Ningguang to summon Zhongli to assist with the project.

Having such a valuable resource around would be a waste if not utilized. After all, he was also the principal, wasn't he?

With work delegated, Takumi found himself much more relaxed. He no longer needed to handle everything personally, and even Keqing had fewer responsibilities—though she was still known for overworking herself.

Despite her reduced workload, Keqing seemed to vanish frequently, busying herself with undisclosed tasks.

"Takumi, there's something that requires your attention."

Keqing suddenly reappeared, bringing news.

"The road construction has now reached the Shimen side. However, some of the roads will need to extend into Mondstadt territory. How should we handle this?"

Takumi sighed upon hearing this.

"Just let Jean handle it. It's not our territory, so why should we worry? Send a letter to Jean and let her discuss it with Grandpa Lu."

To him, this was a simple matter—Mondstadt's jurisdiction meant it was their responsibility.

However, Keqing then revealed some concerning news.
