"And you're too heartless!"

Tobirama suddenly stood up, his voice hoarse.

Kagami stood as well, refusing to back down.
"If we can't establish a higher academy, then send me to the battlefield. I'll break the balance myself. If I'm strong enough—if I kill enough to force the Four Great Ninja Villages into surrendering—then this war will be over."
"Enough!"
Tobirama's voice boomed.
"Kagami! I am the Hokage!"
"Big brother—you can't stop me! I will fight!"
Chakra surged from Kagami's body.
Tobirama's eyes darkened with fury, his own chakra rising to meet it. The two forces clashed violently, sending shockwaves through the room.

"Enemy attack! Stay on alert!!"
"Hurry! Protect the Hokage-sama!"
"Calm down! This is just another one of Kagami's disagreements with me. Stand down!"
The surrounding Anbu panicked, ready to storm into the office, but Tobirama's stern voice stopped them in their tracks.
They exchanged wary glances, their gazes shifting to the cracks forming in the Hokage building.
