The Emergency Law and Cunning Minister

"A Luna cannot rule," The Prime Minister, Syvlon spat out the word and continued with the bitter truth, "You are unsuitable for the Wolf Throne, Luna."

The princess sitting across the end of the table rose her brows with the minister's remark, nevertheless, nodding her head, she asked, "Why would that be the case, Syvlon."

Her question was carried with a sound of a pen tapping on the table of the meeting hall, sounding enough to be heard by all the Wolfocrates sitting each at their chair. If heard carefully, metaphorically, it was a warning, a warning of her authoritative position and a line which must not be crossed by the so-called court members.

But Syvlon dared to cross the thin red line and blurted, "A kingdom and court prefer no ruler instead of a female ruler." 

He was blunt with his remark. 'kingdom' was a filler word in his speech. Luciana knew the kingdom was in desperate need of a new ruler, they didn't mind which gender was in the position.

But there's a famous saying which Luciana could justify at that moment.

The right of the Kingdom is to the King, the right of the King is to the Parliament.

The tapping sound of the pen suddenly stopped and an eerie silence spread across the room. The chandelier lit with candles cast a strange hue of darkness across Wolfocrates' faces. 

Whereas Luciana's face illuminated without an obnoxious shadow, resembling the full moon of the dark sky. But her purple eyes darkened dangerously as she proceeded with the words from Syvlon. 

"If that is the case, shall the throne remain empty?" Luciana asked as her head tilted with a whim of tease, casting a shadow on her face. The shadow perfectly hid her face, preventing the Wolfocrates to see through her. 

The throne would have been passed to her only male cousin. But the nation wouldn't want a dead king, right? They would prefer a female ruler instead of a dead soul. The thought brought a smirk to her face, which perfectly hid under the shadow. 

Her cousin was long washed away from the throne's path. Now who's left? Of course her step-brother but—

Or if they wanted her step brother to rule, who was just three years old, with less than 20 primary teeth. Luciana would definitely laugh at their stupidity.

She looked around in curiosity and everyone was in a deep thought. She knew there was no variant answer to that former question of hers. Theoretically, it was perfect to make a statement, but practically it was different. 

"After His Majesty, or precisely my father's demise, the nation has fallen on a vulnerable spot." The pen on her hand tapped the table again. It was sound that boosted her among the predators in the court. "We can assume a war from the Vampires right in a few years or maybe months, because why not, it's a perfect chance to act and get hold of our nation."

"You will need to make a sensible decision in this regard. It's heartbreaking for the nation, His Majesty was gone before passing the Wolf throne lineage. Therefore, the decision of choosing the next ruler falls in your hands, Wolfocrates, the high member of Wolf Parliament." Luciana continued while the court, for the first time, listened to her. 

"One way would be to declare you as Queen Regent till we have Prince Jaxon reach a suitable age." One of the Wolfocrates, who wore black rim glasses and was the youngest of all, spoke. 

Luciana looked at the commenter and understood why he gave that opinion. 

A young soul was still pure for court's inner politics. Each person sitting on their respective seats held a motive, a personal benefit. 

"No," As always, Syvlon objected to the idea of letting Luciana be near the throne. 

This time before being asked, he explained the reasoning behind his objection, "The situation we are facing and debating about is the situation of Emergency."

"So?" The young wolfocrate questioned subconsciously narrowing his eyes at Syvlon.

Even Luciana was unable to find what trick Syvlon put under his sleeves. Despite being against him, she would agree that the man was too intelligent to be readable. 

She tentatively gazed at him, looking for a hint that he might drop at any moment. But to her avail, he returned her gaze with a deeper intensity and spoke, "I wonder if Mr. Aza is not aware of Emergency laws. If not I must read it to you all." 

He took the hand-written copy of the Constitution from the hand of one of the guards and said, "Page 356, Article 2.3, The Emergency Law..."

One by one he read the Sections within it, like which situation is an Emergency, the rights of the parliament and etc. 

As he proceeded, the most awaited Section came, which Syvlon read with the most delight, "Sec 2.3.43 states, 'The Luna of royal blood has the right to carry family duties without intervention to the political environment.'"

Luciana cursed inwardly as the realisation crashed on her like a fallen grace. It was a law made to protect woman from political duties, if any, but also skillfully 'protecting' them from their freedom. 

 At the end, Syvlon ended his dictation with, "Sec 2.3.64 states 'The fiancé or husband of Lt King's eldest daughter marries True Blood or half-Royal blood can be declared Regent King in case of Emergency and henceforth if situation demands."

The court was stunned with the last law. But after all, he was a prime minister; he had to be cunning and witty and know the laws by heart.

While Luciana stared blankly into Syvlon's glimmering ocean blue eyes as her mind calculated the closest person with this trait, which might be beneficial to him. And her pupils shrank as realization dawned upon her. 

Who else can benefit Syvlon other than himself?

"If we summarise, the fate of the next heir of the Wolf Throne falls in your hand, Princess Luciana." Syvlon said and left all the people of the court dumbfounded with his next statement,

"I, being a half-Royal blood, would like to take a chance at this situation. I have a proposal for Princess Luciana. I, Syvlon Whitemoon, the high member of Wolf Parliament hereby want to request Princess to accept my hand in marriage, for the betterment and wellbeing of the Nation."
