The referee bowed apologetically to everyone, including Silas, signaling that they should start leaving.
Everyone tacitly began gathering their belongings and preparing to leave.
No one here was an idiot. So many Magikarp evolving into Gyarados all at once was obviously unnatural someone was definitely behind it.
After all, Gyarados were known for their extremely aggressive temperaments. No one was willing to risk their life by staying here to keep fishing.

"The Ray Fishing Resort has already suspended the tournament and is investigating the cause. However, it'll take them some time to..."

Before the man could finish his report, the room's door was kicked open with a loud crash.
Officer Jenny's voice rang out clearly. "Move in!"
"Arf!"
A majestic Arcanine charged into the room, tackling the black-clad man to the ground.
Its fiery red fur flowed with elegance, and it looked incredibly fierce.
With a single swipe, Arcanine knocked away the man's hand as he tried to reach for a Poké Ball. The intense heat radiating from Arcanine caused sweat to pour down the man's forehead.
The entire takedown took less than two seconds clean, efficient, and deadly precise.
"Well well, Doctor Shinora, long time no see."
Officer Jenny walked up to the monitor and stared coldly at the figure on the screen, gritting her teeth as she spoke.
"Hahaha! Isn't this Captain Jenny from Vermilion City?"
The man in the video showed not the slightest fear. He smiled and revealed his full face.
With a bowl-cut hairstyle, small glasses, and a small tuft of beard on his chin, he wore a lab coat emblazoned with a large red R—the unmistakable emblem of Team Rocket. He was none other than Doctor Shinora.
"Hmph. I suggest you surrender yourself to the Pokémon League and stop working for Team Rocket."
Doctor Shinora gave her a sly smile.
"Miss Jenny, you're quite the joker. But if I may, perhaps you should focus on solving this little problem first. I'm very eager to see how you handle it!"
With that, he cut the transmission without hesitation.
"That damn bastard!"
Jenny angrily kicked the desk.
"Haha! You're too late! Countless Gyarados will destroy everything! You're already too late!"
The black-clad man, pinned under Arcanine, shouted with fanatical glee.
Jenny merely cast him a cold glance. Just another Team Rocket lunatic brainwashed by their rhetoric.
Her fellow officers moved swiftly and expertly handcuffing the man, gagging him to stop his ranting, and escorting him out of the room.
"Captain Jenny, we've captured the Rocket member in the broadcast room. But before we got there, he installed some kind of unknown software on the system. We haven't been able to decrypt it."
"Bad news, Captain Magikarp in the lake are going berserk. Many have evolved into Gyarados!"
Two voices came through her earpiece, nearly back-to-back.
Jenny's face darkened as she began issuing orders.
"Logistics team, contact the League immediately. Request their nearest electronic specialist to help crack the broadcast software.
Also, check whether Gym Leader Lt. Surge has arrived at the scene.
Battle team, take your Pokémon and proceed to the lakeside to contain the Gyarados. Do not let them escape the resort!
Evacuation team, work with the resort staff to evacuate all civilians. Prioritize their safety.
Medical team, coordinate with the Joy family and prepare for emergency treatments!"
"Yes, ma'am!"
Four crisp replies came through the comms.
Jenny mounted her Arcanine and rushed toward the front lines.
Realistically, the fastest solution would be to destroy the broadcast system entirely after all, that's probably the source of the problem.
But according to League regulations, they must do their best to preserve enemy tech for decryption and analysis. The goal is to better prepare for future emergencies.
So violent dismantling could only be considered a last resort only if the situation became truly uncontrollable.
The contestants were still evacuating. They had barely gotten away from the fishing zone when a series of earth-shaking roars erupted behind them.
"ROOOOAAARR!!!"
Everyone instinctively covered their ears as they ran even faster while turning to look back.
They saw one… two… three… and then more. As beams of white light erupted from the center of the lake, over a dozen Gyarados burst out from the water, raising their heads to the sky and letting out earth-shattering roars.
Their crimson eyes were ringed with bloodshot sclera where there should have been clear whites.
Silas, with his sharp eyesight, was alarmed. There was definitely something fishy going on. No matter how bad-tempered Gyarados were, they wouldn't behave this crazily just after evolving.
The others were even more frightened, fleeing wildly.
"Quick! Head for the exit!"
The referees and security trainers were drenched in sweat. One Gyarados was one thing but this many? That was a full-blown disaster.
Behind them, the dozen or so Gyarados began spinning their massive bodies, summoning towering water tornadoes across the lake's surface. The sky darkened noticeably as the chaos unfolded.
Thankfully, they had evacuated early and quickly reached a relatively safe area.
At the same time, contestants from Fishing Zones 1 and 2, which were closer to the exit, had also arrived.
Everyone gathered, staring from afar at the rampaging Gyarados, chattering in panic.

There were only a handful of truly Advance trainers, but thankfully, there were many Pokémon at that level. Especially considering the number of contestants here.
Following a quick count and organization, over 60 trainers with Advance-level Pokémon were split into four groups, each heading toward one of the fishing zones.
Silas, naturally, was among them, assigned to the group heading to Fishing Zone 4.
Led by an Officer Jenny, the group hurried to the lakeside.
"We'll leave the rest to you!" the Officer Jenny leading them gave a salute before quickly departing. Her job wasn't to fight.
"Everyone, send out your Pokémon and start engaging the Gyarados in front of you. Please be careful not to hit your teammates by mistake."
Another Officer Jenny, likely the team leader, gave a few orders before jumping into battle, commanding her Pokémon.
"Go! Butterfree!"
"Time to fight! Magnezone!"
"Electrode, charge!"
One by one, trainers released their Pokémon.
Luckily, this was Vermilion City, and most of the locals specialized in Electric-types—naturally effective against the Water/Flying-type Gyarados.
Silas quietly released his Pidgeot and Blaziken. As for his Boldore, he left it out this time.
Even so, the sheer size of his two Pokémon still drew attention from nearby trainers.
Several looked on with admiration after all, those were starter Pokémon!
But there was no time for distractions. These were not amateur trainers. They quickly refocused and issued commands.
"Thunderbolt!"
"Stun Spore!"
"Thunder!"
Each Pokémon unleashed their moves, a barrage of long-range attacks raining down on the rampaging Gyarados.
As for worries about hitting allies?
Don't be ridiculous. No sane person would go melee against a swarm of Gyarados that would be suicide.
Even Officer Jennys were coordinating long-range attacks.
With attacks launched from a distance, the chance of friendly fire was extremely low unless there was a traitor.
Move after move collided with the Gyarados' attacks, filling the air with thunderous booms.
At first, the trainers and Officer Jennys had the upper hand. Several Gyarados were forced back and knocked out of commission.
After all, these Gyarados had just evolved and were still relatively weak. If not for their sheer numbers and that bizarre suicidal rage, they would have been wiped out easily.
But as time went on, instead of decreasing, the number of Gyarados kept rising.
People began to realize something was very wrong.
Silas had Pidgeot use Twister, and Blaziken used Heat Wave, breaking through several incoming Hydro Pumps. He made his way to Officer Jenny.
"Officer Jenny! I'm Silas from the Pewter City Gym. Has the League not resolved the root of this problem yet?!"
He had to shout.
There was no other way everything around them was total chaos. Explosions from moves, cries from Pokémon... it was deafening.
