The city of Toronto unanimously formed a shadow government named The Underworld. Aimed to execute criminals, and people with powers deemed "corrupt", the story focuses on Eugene and his group that were assigned to investigate a series of crime scenes that are tied to a girl with immortality.

EGGSHELL

The Underworld is a shadow government that was formed in Toronto. Its origin dates back to the 19th century, when a historical figure whose name had been erased, had been appraised by the general public to eradicate The Unorthodox, a collection of people who have gained powers that the majority finds this beyond their imagination. This driven goal had unintentionally created the foundation of what we now know of The Underworld. However, this figure opposes their definition of "justice" for its people occupying Toronto, and we are yet to find the answer.

In our modern time, The Unorthodox are roaming through the city with acceptance from the general public, while some areas discriminate against them.

With The Underworld responsible for most of the deaths in the city, this shadow government is obscure to the majority. As far as people are aware, no one truly knows whether it exists except its members, chosen with careful consideration, and their trustworthy affiliates. These members are titled Executioners, in charge of taking on assignments, tasks that The Underworld regards as "cleansing this city", involving murdering criminals, people in power either with The Unorthodox, or political corruption.

I wish people in my department could believe me. And if they do, and if they don't act towards it, I want them to know they are cowards.
