Hiruzen unsealed the scroll and read its contents. It was a diplomatic letter from Kumogakure's Third Raikage. Seven days had passed since the last meeting, and only yesterday had the inauguration ceremony taken place.

After the previous meeting, Konoha had sent a stern letter to Kumogakure, criticizing the actions of the Second Hokage. The letter questioned the alliance agreement signed in the Land of Lightning and raised concerns over the attack by Kinkaku and Ginkaku of Kumogakure.

After carefully reading the letter, Hiruzen understood its main point, the Second Raikage of Kumogakure had passed away, and the Third Raikage had taken his place. The letter stated that Kumogakure was willing to abide by all reasonable diplomatic policies under the new Raikage's leadership. One day, an idea suddenly struck Hiruzen. He wondered if it might be possible to fuse his elemental abilities. After two days of intense research and experimentation, he developed two new skills: Fire and Earth Fusion and Water and Earth Fusion.

The Meteor Shower technique, in particular, had an interesting origin. In his previous life, he had read about meteor showers in a novel and found the concept incredibly impressive.
