The Marines had clashed with the Rocks Pirates before, but despite multiple encounters, they had never been able to truly defeat them.
If Rocks himself was here, the entire operation could turn into a disaster for the Navy.

Kong glanced at Zephyr, raising an eyebrow.
"More news from Hive Island?" Zephyr mused.
Whenever a dangerous individual arrived at Hive Island, the undercover Marines would report it to Kong.
"Hahaha! I can't wait!" Garp laughed while stuffing food into his mouth. "So many criminals gathered in one place—it's the perfect opportunity to clean them up!"
Despite Garp's enthusiasm, Sengoku remained cautious.
"Garp, don't be reckless. We're dealing with some of the worst criminals in history. This mission is dangerous."
"Tch, don't worry!" Garp cracked his knuckles. "I'll smash them all personally!"
Just then, Kong put down his food and took the Den Den Mushi.
"This is Kong. Report."
The voice on the other end was tense.
"Kong Admiral! A Rocks Pirate officer has been spotted on Hive Island!"
Kong's expression darkened.
"...Rocks Pirates?"
Just one of them alone was already a problem.
"Who?" Kong asked sharply.
"Ayr, one of their top officers!"
A heavy silence followed.
Sengoku's eyes narrowed, and Zephyr's expression grew serious.
Garp simply grinned.
"So, one of Rocks' brats is here too?" Garp muttered, his fists tightening.
The presence of a Rocks Pirate officer meant there was a high probability that even stronger members of the crew were lurking nearby.
If Rocks D. Xebec himself was present, this operation could spiral into absolute chaos.
Kong exhaled, his gaze sharp.
"Understood. Maintain surveillance. We will proceed as planned… but be prepared for the worst."
