The three of them became even more excited by my announcement.
Sogeking even wanted to jump up and down in excitement, but the deadly glares Nygua and Umzye were giving him made him reconsider.

"Understood," they responded, standing at attention and placing their clenched right hands over their cigarette holders.
"Withdraw."
"Son of Heaven, shall we leave immediately or wait a moment?" Fiba asked politely after the two generals and Sogeking left the office.
"There's no need to keep the ministers waiting, let's go right away."
Fiba was one of the first members of the Shadows.
When she joined years ago, she focused on learning physical skills to protect herself.
She demonstrated great learning ability from the beginning, even comparing herself to Goca in skills. However, her skills focused more on stealth attacks, while Goca specialized in flashier, yet effective, attacks.
After spending two years learning combat tactics, weapons use, and even large-scale military tactics, she decided to focus on academic skills.
She underwent a one-year intensive course taught by researchers at the Kingdom Laboratory. She studied a wide variety of different courses, discovering for herself that mathematics was her strong suit, but languages were her weakness.
After a year of dedication, she managed to complete her intensive courses in the sixth year of the SuaChie calendar, and after that, she became my sister Chuquy's assistant for a full year.
After Chuquy was appointed Governor of the Eastern Region by me, Fiba became my secretary, and she has already spent a year by my side.
"Fiba, what is the order of the remaining meetings?" I asked her as we walked through the streets of Central City.
"After the first meeting with the army generals, you will have two more meetings in the morning: one with the ministers, and the other will be the hearings of the new governors, who will also participate in the meeting with the ministers," Fiba said respectfully. She had memorized everything; she didn't even have to check her notebook.
"I understand... and in the afternoon, what other meetings do I have?"
"After your lunch, you will have a meeting with the Kingdom Religious Council, then make your annual visit to the Kingdom Laboratory, then have audiences with the leaders of the new Suaza Chamber of Commerce, and finally, you will receive the envoys of the Mexicas, or 'Aztecs' as you call them," Fiba listed in a respectful tone.
"It's going to be quite a long day."
10 minutes later, the meeting room of the Government House.
"Welcome everyone to the Kingdom Ministry meeting," I greeted everyone.
"First, I would like to welcome the new Governors of the West, Southwest, South, and Southeast regions. I hope the transitions of the past year have been peaceful and beneficial for you," I commented in a warm tone.
"It was, Joven Chuta," "It's thanks to you, Joven Chuta," "Our people live much better," "It's thanks to the gods, Joven Chuta," each of them said respectfully.
The only one I knew among all these Governors was Fagua, since I was the one who appointed him.
Just like before, Fagua continued to maintain a serious tone and an uncooperative attitude when speaking to me. This caused him considerable trouble with the people who believed in me.
Practically, some wanted Fagua to be exiled from the kingdom, others wanted him locked in a dungeon, and those with more extreme views wanted him dead.
"It's good to know that everything went well, and your people will soon be able to progress alongside us."
"The first thing I will do at this meeting is postpone the elections for the new governors of each region. These will be held in two years, and this decision was made with the goal of holding elections for capable Governors in all regions at the same time."
"I remind you that the elections will be conducted by the leaders of cities, towns, and villages in the corresponding regions, along with their respective ministers or advisors. In addition, the military forces and priests will participate in the election."
"However, I must remind you that if the Kingdom's Government House and its Ministers find that the election was not based on the necessary leadership skills and that the Governors were chosen solely through coercion, profit, or personal favors, we will intervene in that government."
"The government of the region and any elected leaders who are involved in this act will be taken over by the military for one year, while we prepare capable candidates for a transitional government."
My words are a warning.
Everyone knew that the real control of the economy, the military, and religion was tightly controlled by the Central City government.
The regional governments were given a lot of leeway in their internal policies, but a government that was corrupt to the core would never be allowed.
Reasonable favors or personal benefits were within the calculations of political behavior, but the use of this for gubernatorial elections was absolutely prohibited.
This decision was communicated at the time the provisional governors were first appointed, and was intended to prevent corruption, hereditary positions, and possible rebellions.
"Although so far there seems to be no evidence of these corrupt acts," I thought with resignation.
I had created regulatory bodies, different divisions of power, and even agencies with conflicting functions to monitor each other, all to prevent dangers to the kingdom, but the effort seemed unnecessary.
The main political, economic, and cultural forces were focused solely on overall population growth.
The governors and ministers of each region worked tirelessly to improve the living conditions of their citizens.
The kingdom's private businesses and the new chambers of commerce rarely sought exorbitant profits, nor was there excessive labor exploitation.
The religious council had a multi-cultural vision regarding gods and beliefs. This made the integration of new cultures or beliefs much more fluid. "I'm already imagining an argument between our priests and the pilgrims from the old continent," I thought ironically.
"We understand, Son of Heaven!" a loud exclamation was heard in the meeting room of Government House.
I had been so immersed in my thoughts that I had forgotten I was in the meeting. The four governors' response brought me back, but now I felt a little embarrassed.
"That's good to hear," I said with relief, scratching the back of my neck as my face heated up.
"Now let's move on to the reports."
Since the creation of the regions and central government, six ministries have been created.

The Ministry of Commerce reported on the formal establishment of the Suaza Chamber of Commerce, in which the kingdom held a majority stake. However, it is projected that as new companies emerge, the kingdom's participation will decrease.
However, the most important aspect reported by this ministry, in conjunction with the Department of External Relations, is the proposal for trade agreements with the Mexica.
They wanted exclusive rights to purchase some of our foodstuffs and other tradable items, such as glass, handicrafts, and fabrics. They even wanted a large supply of ceremonial alcohol, which was more of a command than a request.
They had even seen the envoys' weapons, armor, and ships, and had brazenly demanded all of these as tribute.
"Should I let the Aztecs conquer the Tarascans? Should I trade with both empires at the same time? Or should I conquer them both?" I wondered.
The Aztecs' attitude had given me considerable hesitation; I constantly wondered if I should waste my time trying to negotiate with them.
"Nah... It's better to let things take their natural course; they don't pose a challenge to our kingdom anyway," I reflected, shaking off those extreme thoughts.
