Howard exhaled, leaning back. "I build things to help people. What they do with it... isn't always up to me."
"And that," the Emperor said, "is your greatest flaw."
The air in the room seemed heavier. Peggy shifted uncomfortably. "Why are we here?" she asked.
The Emperor clasped his hands together. "Because the world as you know it is about to change. Not today, not tomorrow, but in the coming years, the world will be shaken to its core, not by war, not by politics, but by evolution itself."
A moment of silence passed before he continued.
"I speak of mutants."
Howard raised an eyebrow. "Mutants? What, like men with extra fingers?"
The Emperor chuckled softly. "No, Stark. Men and women with powers beyond imagination. The next step in human evolution."
Steve's expression hardened. "You're saying people like you?"
The Emperor shook his head. "No. I am something else entirely. But mutants… they were always meant to be." He leaned forward, golden eyes gleaming. Peggy crossed her arms. "And what does this have to do with you?"
"Because I have seen what happens next," the Emperor said. "Fear. Division. Persecution. Mankind will not welcome these changes with open arms. They will see mutants as threats, as monsters. They will seek to control them, enslave them, or worse, eradicate them entirely."
Steve clenched his fists. "And what, you think ruling the world is the answer to that?"
"I know it is," the Emperor replied without hesitation. "You, Rogers, are an idealist. You believe in the goodness of mankind. But I have walked through millennia of history. I have seen the same cycle repeat itself again and again. Humanity fears what it does not understand, and when it fears, it destroys."
His voice grew heavier, filled with the weight of absolute certainty.
"If left unchecked, war will come. A war greater than any this world has seen. Not a war of nations, but of species. Mutant against human. Brother against brother."
He let his words sink in before continuing.
"But under my rule, that war will never happen."
The Choice Before Them
Howard, for the first time in the conversation, was silent. Peggy looked to Steve, searching his face for some kind of answer. Steve, however, looked directly at the Emperor, his jaw clenched.
"And what happens to free will?" Steve finally asked.
The Emperor tilted his head. "There is no free will without order. Chaos does not bring freedom, it brings destruction. I do not seek to oppress humanity. I seek to save it from itself."
"And if we don't agree with you?" Peggy asked.
The Emperor smiled. "Then I will rule regardless. But I would rather have you by my side than against me."
The fire crackled in the silence that followed.
Howard sighed. "Well, hell... you really know how to make a pitch, don't you?"
The Emperor stood, his presence casting a long shadow over the room. "I do not need to make a pitch, Stark. I only speak the truth. And soon, you will see it for yourselves."
