As for why Shinra could do all of this easily, he could only say it was because Vender never thought to improve the ability of Mato Mato no Mi, or in Vender's mind, the ability of Mato Mato no Mi was unable to be improved.

The original use of this Devil Fruit by Vender was to make a mark on someone, then send anything that he wanted, especially weapons, toward the one that he marked to defeat or kill.
Vender could use two marks, as he had two hands, one mark was for Shirahoshi, whom he had fallen, and the other was for the opponent that he faced.
Shinra had improved the Mato Mato no Mi so that as long as he touched someone, those people would be marked forever, and it was almost impossible to erase that mark unless one had a strong Haki that made them able to erase all the effects of abilities on their bodies, but everyone, who he had touched, didn't have such a strong Haki, and even if they entered the ocean, it was meaningless as his ability wasn't limited by the ocean.
Still, as for what he could do with the Mato Mato no Mi, let's think of that later, but as Robin had said before, the Hobi Hobi no Mi was a good ability, and it was a good way to control his enemies.
