Choosing Jiraiya was the most acceptable result Yuhara came to after much thought.
Jiraiya's personality really wasn't suited to being Hokage. Even in the original, he was fully aware of his own nature and abilities. That's why he chose Tsunade instead, staying free to pursue what he really wanted—investigating the Akatsuki and exploring the path to peace through human connection.
And, yeah, gathering "research" too. The man was a free spirit.
He basically ignored the Three Ninja Taboos, but he was undeniably strong.
Now though, Yuhara wasn't about to let him keep doing whatever he wanted. Sure, dragging Jiraiya back would be a pain, but don't forget—he's still a Konoha ninja. As long as that's true, he has obligations to fulfill. And if the public supports him, he won't have a choice, even if he doesn't want it.
This isn't canon anymore. In the original, he had a second option: Tsunade. And Tsunade proved herself a competent Hokage. She handled politics and threats well and acted with real backbone when dealing with the Hidden Cloud. She's definitely worthy of being Hashirama's granddaughter.
But Yuhara doesn't want a competent Hokage. Especially not now, when he's coordinating with other clans.
Based on his last talk with Nara Shikaku, Yuhara knew the other clans probably didn't want a competent Hokage either.
Which made Jiraiya the perfect choice—hands down.
Still, this couldn't be rushed. There were a lot of pieces to move, but this time, they wouldn't need as much prep.
Time flew by, and the snow that blanketed Konoha melted, replaced by warm sunlight and gentle spring rain.
Things seemed peaceful in the village. Sure, there was that incident where Yuhara annihilated the leftover Root members in something close to a massacre…
But it didn't cause much of a stir, since Konoha publicly backed him. Hiruzen Sarutobi stated clearly that the Root members attacked Yuhara first, and he had no choice but to fight back.
Even better, this time they didn't include any of that "Yuhara went too far, they're still Konoha shinobi" crap.
Nope. This time the village's statement almost sounded like it was siding with Yuhara. So the incident passed quietly.
But while Konoha was calm, the Police Department was not.
These past few months had been the most exhausting, miserable, and humiliating time of their lives. All because of Yuhara's reforms.
Not only did they have to study under the clan's new educational overhaul—which, okay, fine, it was actually super informative and expanded their worldview like crazy—
But they had exams afterward. And if you failed, your name got posted on the wall for everyone to see.
Uchiha pride couldn't take that. Aside from Obito back in the day, nobody in the clan could handle that kind of public shame.
So of course they studied like their lives depended on it. But they still had police work! And the department itself was being restructured too!
The new code of conduct was intense—they had to memorize and follow it strictly. And yeah, there were tests for that too.
Two different exams. It was hell. They would've rather fought enemy shinobi than deal with all this bureaucracy.
And it didn't stop there—they had to follow every protocol by the book. It made them feel like absolute grunts.
But... it was Yuhara's idea. Their new clan head. And nobody dared go against him.
Then something strange happened.
The villagers, who used to glare at them like they were plague carriers, started smiling at them.
Some even greeted them during patrols. Others chatted with them or even bought them drinks at taverns.
The Police Department members were shocked. For the first time, they felt genuinely respected.
Not feared. Not hated. Respected.
It felt… weird. But in a good way.
Even the people they arrested were weirdly chill now. As long as you explained the charges clearly and handled the punishment fairly, they accepted it.
Before, they'd fight, scream, resist. Now? Nothing but cooperation.
"Is this… the wisdom of the clan head? His strength is one thing, but his way of solving problems—damn, it cuts right to the core!"
Now the entire Police Department admired Yuhara even more. But they also knew he had a massive headache right now.
"This gap… why the hell is it so big?"
Yuhara stared at the report in his hand, frustrated. Fugaku, Sō, and Takechi stood silently, heads down.
The paper showed how much funding the department still needed—and it made Yuhara break out in a cold sweat.
He'd done missions before. He knew how much they paid. One A-rank mission to eliminate a ninja squad might get you half of Asuma's bounty. And even that got split: the village took a cut, the jōnin leader got a chunk, and the leftovers went to the team.
Asuma's bounty was 35 million.
Yuhara needed funds equivalent to over ten of those. And that was just the startup.
Honestly, he was tempted to assassinate the Hokage.
Hiruzen Sarutobi's bounty was 500 million, after all.
"We need to move faster. Shisui isn't back yet, but we've got stuff to do."
He turned to Fugaku. "How's your side coming along?"
"Clan head, I've applied for a batch of new supplies. They're still under review by the Administration Department."
Fugaku looked serious. "I also pulled out all the department's existing gear. After removing expired stock, we've got around 5,000 kunai and 3,000 explosive tags."
"That's it?"
Yuhara frowned. Sure, that was decent by small-nation standards—but they were consumables. One mission and they'd be gone.
"What if we include the expired ones? And whatever the clan doesn't need?"
"Then we've got over 10,000 kunai and 8,000 tags."
Fugaku had done his homework. But he looked uneasy—he already guessed what Yuhara was thinking.
"These expired kunai… we can't guarantee sharpness. The tags might not even detonate properly, and if they do, who knows how strong the explosion will be. Is it really okay to sell these?"
"Don't worry about it!"
The moment Yuhara heard the numbers, he made up his mind.
"It's not like they'll use them all. And honestly, most of them probably won't survive long enough to find out.
Worst case, we sell them below black market price—we're doing them a favor!"
Fugaku and the others didn't dare say a word.
Because they'd just realized… their clan head might be the most black-hearted guy they'd ever met.
