Random pedestrians had levels as low as 2 or 3. Some guards were level 8. A few workers on the street were 5 or 6.
The highest I saw? Level 10. And that was a merchant's bodyguard.
I was stunned.

That's what I was.
No wonder the gang leader's head exploded with one punch. I didn't even try to kill him—just wanted to knock him out. And yet…

I turned back to the restaurant and walked in.

"Stand up, you two" I said.
They obeyed instantly.
Then I took a deep breath and looked them dead in the eyes. "I have a proposal for you all. Especially you, Bella."
She looked startled.
"I know you were planning to leave this city. Run away. Find some other place to live. But I have a better offer. Work for me. You won't just be safe—you'll be strong. Protected. Respected."
She looked at me, her eyes filled with hesitation, fear, and curiosity. "I… I don't want to be your slave, sir. Or some kind of servant."
"I'm not asking for that," I replied with a small smile. "I want you to be my cook."
Her eyebrows shot up. "...Your cook?"
"Yep. That's all," I said. "In return, I'll give you power. Safety. And a chance to never be pushed around again. Not by gangs. Not by nobles. No one."
She hesitated for a moment… and then slowly nodded. "I accept."
"Good. Give me your hand."
She blushed again, hesitating, but eventually reached out.
I took her hand gently, channeling my energy. A soft growl rumbled in my chest as white and gold fur briefly appeared along my arm and my face, my teeth elongating just enough. Then I bit her hand—not hard, just enough to draw blood. Her body tensed, and she whimpered.
Behind her, the two goons watched in silence.
"Come here," I ordered them.
They stepped forward.
And I bit them too—one after the other.
My voice echoed through the room. "That was a ritual. I've given you power far beyond what you were born with. From this moment on, you're no longer just citizens of this weak city. You're part of my family. My pack. The Wolf Pack."
As the ritual completed, system windows popped up before them.
