Arya arched her eyebrows. "He has been in the organization for over 2 years and he can't do missions on his own? And the other one has been doing missions for 5 years."

"The scale between core members and ordinary members are different." Leo sneered. "If you think he's an undercover agent, kill him."

If he were to join one of the groups, the information he could get was limited for a long period of time. Right now, he could be used by people from all three groups when necessary even though most of his contacts were with the zodiac's group.
