They maintain a balance of power, sometimes intervening under the guise of "balance" to prevent any realm from becoming overwhelmingly dominant.

They hold archives of ancient knowledge and vast spiritual resources sought by all realms.

Tier 3 cultivators sometimes dispatch emissaries or covert agents to monitor or manipulate events in Tier 1 and Tier 2.
