Chapter 10: Summoning Citizens
Inside the grand chamber of the Elysian Crown Citadel, Karnelius stood before the translucent blue interface of the Empire System. The air shimmered faintly with magical energy as lines of glowing script and floating icons hovered in front of him. Despite having already explored much of the system's core features—territory management, treasury, minister control, military tabulation, and the empire shop—he had a feeling there was still more hidden beneath its polished surface.
He narrowed his eyes, flicking through menus. "There has to be more," he muttered, his finger swiping through dozens of submenus. Then, nestled beneath a faintly glowing icon labeled [Miscellaneous Functions], he saw something he hadn't noticed before.
> [Empire Lottery System – Test Your Fortune, Shape Your Fate!]
Karnelius raised a brow. "A lottery?"
The icon pulsed faintly, almost beckoning him. He tapped it.
A massive wheel appeared in the air, its outer rim segmented into countless compartments—each labeled with items ranging from C-Rank resources to S-Rank relics, and even rare SS-Rank titles blurred behind question marks. At the center was a blazing message:
> First-Time Bonus: One Free Spin! Guaranteed S-Rank Item!
"Guaranteed S-Rank?" Karnelius smirked. "Now we're talking."
He tapped the spin button.
The wheel erupted into motion, spinning with a deep hum that reverberated through the chamber. Gold, red, and violet light flickered wildly as the segments flew by—enchanted beasts, mana stones, ancient blueprints, mysterious crystals…
Then, with a final pulse, the wheel slowed and landed on a glowing sigil with ancient runes etched around its edge.
> [S-Rank: Orb of Genesis – Summon One Billion Citizens Across All Races]
For a moment, Karnelius was stunned. "One... billion?" he whispered, reading the description again.
> Item: Orb of Genesis
Rank: S
Function: Instantly summon and integrate 1,000,000,000 sentient beings from diverse races into your empire. Citizens will possess foundational knowledge, language fluency, and automatic loyalty to the throne. Their distribution will be adjusted based on the climate and traits of each province.
Note: Citizens summoned are fully functional and capable of working, studying, building, and serving in all aspects of civil and military life.
A radiant orb materialized before him, floating gently in the air. Swirling within its core were the silhouettes of countless beings—beastkin, elves, dwarves, humans, nagas, orcs, drakes, spirits, and more—all waiting to be born into the world.
Karnelius reached out and gently took the Orb of Genesis into his palm. It was warm, heavy with destiny. His heart pounded as the magnitude of what he had acquired set in. This wasn't just a gift—it was the cornerstone of a civilization.
"A billion souls," he said quietly, "from across the races… "
He turned toward the vast balcony, where the winds of Solmara danced across the plains. The world was still empty.
But not for long
With this Orb of Genesis, Karnelius could summon one billion citizens from across time, space, and worlds—beings of various races, faiths, and legacies. They would come not as slaves or lost souls but as citizens loyal to the Empire, bound by destiny and awakened to purpose.
And so, with one command, the summoning began. The skies above the empire shimmered, warping with celestial light. Pillars of radiant energy descended into each of the eight provinces, lighting up the land like veins of a divine circulatory system.
