Chapter 18: Uplifting the Clan — Reform Begins with the Children

"You've been thinking about this for a while, haven't you?"Hikari looked at her son, eyes alight with admiration. Gin continued to surprise her—again and again.

In the past, she and the clan elders had struggled in vain to reduce the villagers' hostility toward the Uchiha Military Police. But now, after hearing Gin's reform proposal, she saw a path forward—a clear and comprehensive solution.

"You're right. Forcing our elites to handle petty disputes… it diminishes their stature and wastes their potential. These duties should be delegated to civilians or ninjas from other clans. The Uchiha should be judges, not enforcers."

She nodded decisively.

"And an elite guard will become a true deterrent against the Third Hokage. Let's do as you suggested."

She then turned to Gin, curious and expectant.

"What about internal training within the clan? Have you thought about that too?"

She suspected that these ideas weren't just his own genius—but also the result of the Sage's legacy, passed down through the Gate.

"Yes," Gin replied firmly. "Right now, our clan has no systematic training. That has to change."

He laid out a bold vision:

Clan Education and Training System

1. Structured Learning Tiers:

Preschool Classes

Post-Academy Intensives

Gifted Ninja Training (Genin & Chunin Level)

Elite Chunin Accelerated Tracks

Jonin Experience Exchange Programs

2. Preschool Program (Foundations):

Ideological Education

History of the Ninja World

History of the Uchiha Clan

Basic Physical Conditioning

Kunai and Shuriken Techniques

"How can they grow strong—or carry the pride of our clan—when the foundation is this weak?" Gin thought."I won't allow them to stay blind and aimless."

He envisioned a standardized physical training program, combining both his clan's legacy techniques and optimized practices from his past life.

"We'll also install medicinal therapeutic baths in preschool centers—based on my improved formula. Add Sea King meat, used discreetly, and I'll design a special Nutrient Pill to supplement their growth."

For that, though, he needed to study the existing ninja food pill recipes kept by the clan.

He believed the foundation should be laid from infancy. And more than strength—ideological clarity mattered most.

Gin was particularly passionate about writing a book: a work that would draw from both his past life and the ninja world's history, designed to reshape the Uchiha worldview at its root.

"Adults are hard to change," he said quietly. "We'll start with the children."

Once he and Hikari grew strong enough to suppress internal resistance, they could move on to reeducating the entire clan.

"No problem! I'll bring you the food pill formulas later," Hikari replied with a smile. "But I'm curious… You seem to care deeply about ideological education. Why?"

Gin's expression hardened.

"Why?" he echoed bitterly."Just think of Uchiha Itachi… and Uchiha Shisui. That alone proves how vital it is to shape the right mindset from the beginning."

He clenched his fists.

"If we don't guide our own... the Third Hokage and his people will. They'll poison our minds with that distorted 'Will of Fire' until even our own kin betray us."

Hikari fell silent, the weight of his words settling heavily in the room.

"You're right," she said at last. "I overlooked that part. It's more important than I thought."

"It's not just the children, either," Gin pressed on. "The adults in the clan—especially the radicals—were raised by the old war generation. They've been brainwashed by centuries of hatred and pride. And now they want to drag us into a suicidal rebellion against the entire village."

"Even if they won… they'd still lose. That kind of war would only bring extinction."

"We're one of the founding clans of the village. Why not reclaim our place through patience, structure, and intelligence?"

Hikari frowned.

"Adult minds are rigid. That's the problem."

"Exactly," said Gin. "That's why I won't start with them. Not yet. We start with the next generation."

He went on to detail plans for extracurricular programs, elite-genin intensives, chunin mentorships, and jonin-level knowledge exchanges. They even began planning a clan-wide reward and discipline system—a moral and merit-based framework to keep everything balanced.

By the end of the conversation, Hikari's expression was solemn, but proud.

As she prepared to leave, Gin hesitated, then spoke up.

"Mom… can you help me expand the teleportation map? At least to Jaya Island and Loguetown in East Blue? That would help a lot."

Through the Gate of Space-Time, Gin and those linked to him could teleport only to places they'd already visited. But Gin, still recovering, didn't have the means to explore far on his own yet.

"Expand the map?" Hikari blinked. "What do you mean?"

"Oh, right—I never told you." Gin smiled and explained the gate's true power.

"So we can teleport to any location we've visited? Even to the Sabaody Archipelago? And it works in the Ninja World too?"

She looked stunned.

"Exactly!" Gin grinned, tapping her shoulder. "It's even more convenient than the Flying Thunder God Technique. No need to mark coordinates, and it costs no chakra. As long as someone has visited the place before, we can go there instantly."

"That's incredible!" Hikari's eyes shone with excitement. "We can use this for evacuations, ambushes, rescues—travel between worlds. It's… genius."

"Well… almost perfect," Gin added with a smirk. "But yes, it's insanely useful."

"Of course I'll help," Hikari agreed. "Jaya and Loguetown, right? I'll start visiting those areas daily."

She tilted her head, curious.

"But… why those two specifically? What's there?"

She knew her son too well. Gin never asked for anything without a strategic reason.

To be continued…
