The decision was made in a very simple manner. There were numerous powerhouses from the Tang Sect that remained. Basically, the vast majority of their elite forces stayed to guard the location. 

The Shrek Seven Monsters were not teachers at the academy. Their duty was to painstakingly cultivate and elevate themselves as much as possible. The Seven Monsters were always the protectors of Shrek Academy, so the act of developing their abilities surpassed the importance of everything else.
