The First Stone to Unrest

Izuku was currently slowly dragging himself to his goal. The roof of the school.

Why that particular high place? Remember? It was the place Katsuki told him to jump off of, so that's why he is going there. Following the last advice of your former childhood friend, maybe this will work out well and all.

Maybe he is getting a quirk in his next life, or maybe he is getting revived as an animal, it couldn't get worse than being an animal, right? Scratch that, he could be quirkless again and he didn't want to jinx it.

Izuku sighed once again, maybe Fate would look at him with pity and let him awake his quirk in the last minute to save himself. He prayed, he prayed with all the good deed he did in his life that his next life would be better.

Then he suddenly saw an explosion in front of him. He was surprised, a villain now?

He chuckled. This hadn't to do anything with him, he just had to walk around and go to the school roof, it couldn't be that hard, right?

That was until he saw a little kid getting attacked by the villain. He sprinted towards the boy with full speed and tackled him away from the danger zone.

He made it and quickly tried to reassure that the boy was all right.

"What did you do! I was going to beat that guy!"

Izuku couldn't believe what the kid in front of him just said. The moment he stopped paying attention was the moment the kid walked into the danger again.

Izuku looked again, trying to reassess the situation. There had to be a hero on site, right? He looked at the end of the street and couldn't believe what he saw.

Mount Lady was blocking the entrance of the street with her fat ass. Apparently, she is too big to do anything if the street doesn't have two lines. Kamui Wood was there too, but apparently, he doesn't want to deal with cases that are related to fire, he couldn't believe it. And yet other heroes were trying to put out the fire, a well-meant job, but lives were in danger!

He couldn't believe what he saw his supposed idols do. They were utterly useless!

He looked back to the kid again, he was now in the grip of the villain group again. Izuku didn't know what he should do, he was just a quirkless boy after all.

But he didn't know why, but his body told him to move, so he did.

He tackled over that guy as he wasn't paying attention and grabbed the kid, trying to protect him. Sadly, he pulled the attention of the group to him and was now in danger. He closed his eyes, hoping that a hero would finally arrive in the situation to save the day.

"BULL CRASH!"

Luckily someone did show up. Izuku looked up again, seeing the hero that saved them just now. It was Bullman, a fairly new newbie in the entire hero business, his quirk is unsurprisingly bull, a mutant type. He had the head and the strength of a bull.

Just now he crashed into the group of villains. Izuku sighed in relief, normally he would be excited now, being a hero geek and all, but he just didn't feel like that today. He just felt a relief wash over his body, relief that the people were saved.

He stood up again, dusting off his clothes clean from the dust. He didn't have to do anything here. Bullman surprisingly made fast progress with the group, it was unexpected, but if his carrier continued on like this, he surely would become popular.

Suddenly he saw Bullman walk towards him. Izuku chuckled, it probably will be some words of congratulations before the hero will scold him because he did something reckless. But he accepted what will come, he didn't have anything worth living for anymore anyways.

He didn't expect the heroes next move though. In the cloud of smoke of the fire, in the place where nobody could see them directly...

...Izuku got a fat slap across his face. It felt like a car hit his face in this moment.

Bullman was angry, very angry. His plan was almost ruined just now, his plan to gain image was almost ruined by a random school kid, deciding that he should play hero.

If he didn't jump in, he could have let his buddies wreck more damage across the street and he would have gotten even more fame! As long as they stayed within the street were no other hero in the area could enter it, Bullman could have earned so much image today!

But no! This kid had to put himself in mortal peril that could have killed him! No matter when or why, dealing with the death of someone wasn't funny. The families that would come to blame you, because you weren't decisive enough. He didn't want to deal with that bullcrap.

So, he had to end the operation early, just because of this single kid.

"DO YOU...!"

He didn't know when it started, but Bullman started 'scolding' the boy for doing something reckless and with scolding I mean say very unreasonable, rude, degrading, words. Words a hero shouldn't put in his mouth, or should have in his vocabulary for that fact.

But the moment the smoke cleared, Bullman started to act all buddy with the boy, he can squeeze out money with a sob story how he saved the two boys, additionally nobody would listen to the boy's statement. He will just be speechless this moment. These stupid reporters are just going to interpret it as him being overwhelmed by emotion or something.

All went according to Keikaku.

Until he suddenly felt a light tab on his shoulder.

It was a certain vigilante that was currently branded as a villain. The person that always wore their green hoodie and rainbow scarf.

Everyone was surprised at the sight of Glow, just blatantly tapping a hero's shoulder. Everyone that saw that started to panic and just bagged off a couple of meters, hiding in alleyways.

What will that notorious villain do that tried to manipulate us with our words?

"Mr. Bull..."

A fast punch was thrown towards them. Glow just barely dodged.

"Mr. Bullman, please just..."

"Don't say anything, you evil villain! You are just trying to manipulate our citizens with your fake statements! Trying to pull the youth away from heroism! I won't let you do that!"

Bullman smiled, such an opportunity opened up to him. If he defeated the hero hunter today his popularity will surely get a massive surge! He didn't have to listen to that person's words, the government already made everything they say a big fat lie the moment their words left their mouth. This is a big opportunity.

"Please just listen...!"

He didn't, he didn't need to, after all. Listening to the reasons someone turned into a villain wasn't in the job description of a hero after all.

"Stop dodging like a coward and face me like a true man!"

"I can't! If I knock another hero out, I would be just further branded as a villain! I am not one! I can't afford to get in more trouble with the government! Please just listen!"

"BULL SMASH!"

A strong right hook was thrown towards the face of Glow, she just dodged by a hair's breath and Bullman just punched a wall, creating a couple of cracks in them.

"Lies! All just lies, you are just a villain trying to manipulate me! Soon enough you are going to reveal your true colors!"

And just as he hoped, Glow reached into their hoodie, probably trying to reach for a weapon. That was easy. He dashed like mad towards Glow and tried knocking him out, before he could reach for his weapon.

Sadly, it didn't really hit, Glow just dodged again, but apparently the object they were trying to pull out was dropped from their hands. Good enough were Bullmans thoughts.

"Already trying to fight me physically, just because your puny words weren't working? Look at this despicable villain everyone! Look at them dropping their fake facade so fast, simply because they can't manipulate us with words!"

But instead of cheering him on, he just heard silent whispers. He was confused, he looked at Glow again, pulling stuff out of their hoodie again.

He wanted to run again, but he saw that they just pulled out letters.

"See! It's just letters! I don't try to do any funny business, Mr. Bull! I just try to deliver letters!"

Letters?

"Letters? Why would such a deplorable human being, such as you, deliver letters? That doesn't make any logical sense."

"I am not a villain! How often do I have to say that! And these letters are letter of complaints from the citizens living inside of the ghettos! Letters from adults, letters from children, letters from healthy, letters from sick! These are letter begging, pleading for improvement inside of their little districts! Hoping for increased public security, hoping for an increase in budget for the social workers there, hoping..."

"Hehe, and why the hell wouldn't they send it themself, just lies..."

"Because it seems like it doesn't get through! And with the state that district is still in it probably really doesn't reach up high enough to discuss! The residents of that district already lost all their hope that the government will do something for them, but I think that because they gave up, they receive no help! So, I asked everyone to write a letter for me to send to the government, hoping that it would reach them! But I can't get near the building, without suddenly getting attacked by all kinds of contraptions! So please! I ask you, could you please send the letters to the building!"

Bullman just scoffed, why did it have to be him? That person in front if him was just spouting bull-feces.

"I didn't ask some random dude on the street, simply because that would seem hella shady as duck! So, I did what I basically just did this morning! Getting attention, it works wonders! I am all over social media! I didn't give the letters to Kamui Woods or Mount Lady, because a sweet girl wasn't finished with her letter and really wanted to write one! I didn't want to let her hang, so I gave her a bit more time!"

Glow rummaged inside her hoodie, suddenly pulling out a cute little pink envelop.

"It was the letter of the sweet, little, nine-year-old, Anna! Listen to what she wrote!"

"Hello Government Man,

XXXXX asked us to write letters for you, I don't know why, but I like big sister XXXXX, so that's why I writing this letter..."

And so, Glow started to read that letter, at first it seemed like the typical clumsy attempt of a little girl writing, but it turned dark really fast.

"...I am really happy since mom and pa took me with them, so I hope that you will help adopt my friends. The place where I lived with them before feels really uncomfortable..."

The kid described an orphanage, an orphanage that was in a very drab state, neglected and abused the took in children and how they rarely got their two meals a day, let alone three.

"...I hate the evenings the most were strange man would enter our room in the middle of the night..."

And even than it still managed to get downhill.

"I heard enough."

Deeper into the letter Bullman interrupted Glow, apparently, he heard enough.

"Really!? You are going to take the letters? Thank you, thank you so much! I can't even describe with words how happy I am right now! Thank you, you Mr. Bull! You are helping so many people out with this! I can't wait to tell the little kids at the orphanage that the letters reached the government!"

Bullman approached Glow with a big smile...

"Yeah, reaching the government."

...and just suddenly coiled his fist back, directly hitting Glow in the face without mercy. Everyone thought that this was just extremely inappropriate.

"Lies, everything lies! Don't listen to this liar, trying to talk our government bad! These letters are all made up! There is no way in hell that our beautiful, well managed city has so many complaints!"

"No, they are real, please just look through..."

Glow just looked in shock as Bullman ate all these letters, destroying any backing they made for her. Chara just flashed a devious smile seeing this, luckily it was concealed with the scarf.

"All according to plan."

At the UA headmaster office:

"Hisho-san!"

"Damn you weird mouse! Did you get a lot lazier since you hired me! I am pretty sure that you pretty much dump all your work on me!"

"Am not."

The certain secretary looked at her boss with bloodshot eyes. That rat was blatantly playing on his phone while he said that to her, what was worse, he played Azur Lane in front of her. She was about to explode, but the mouse suddenly stopped as if something important happened.

"Hisho-san, I feel that important guests are going to come, stay at the receiver."

"All right?"

Just as predicted, the phone started to ring.

"Hello, you are currently trying to call the headmaster of UA, he is currently busy with work, so I, his assistant took the apparat. What can I do for you?"

"Tell Nezu that Master Seigi calls."

"Sir, a certain 'Master Seigi' calls."

"Him! Give me to phone, give me the phone! Go down and make me a coffee."

The secretary just sighed heavily. She didn't know what was going on with the current world. This vessel was disconnected for a while with the main board and using her quirk would just give her a murder something pain.

The secretary sighed. Even though she didn't know what was currently going on, because her main body disconnected with her, she knew what she had to do.

This vessel was about to put laxatives into that rat's coffee.
