This is the whole plan is named "Operation Paul" because everything happened due to him. This operation also became the debut of Paul as a warrior, where he single handedly obliterated an entire fleet of surpasser level warriors. When this happened Paul is only eighteen years old and has the strength of a seventh level super evolver.
