50,000 years ago, Hell was destroyed because of too much Foul from the resentment of the souls that later turned to Soul Eaters and devoured everything in their wake, leaving nothing of Hell. The gods above in Heaven, in order to take care of the newly-died souls, created the Afterlife Department comprised of grim reapers. 

Huo Ling was delivering food that day when he met Yi Bing and the guy gave him a warning. When he arrived to the customer's unit, he was killed.

"You are right… the junior grim reapers need more experience, and feel pain." Shen Sheng spoke. "This way, this pain would become their stumbling block, and they learn not to be complacent with their jobs." He said.

Gu Shi wryly smiled. The new grim reapers have become worse than the previous ones. How can Gu Shi not worry about it? He is worried not only for the souls, but also for the future. The Hell being destroyed have already taught them a lesson. Even if the Afterlife Department has been created, naturally, it is incomparable to Hell.
