The gods above in Heaven, in order to take care of the newly-died souls, created the Afterlife Department comprised of grim reapers.

<p>Huo Ling looked at lord Zero after he heard what the other said. But he didn't say anything. After all, Huo Ling knows that Shen Sheng is not only an immortal, but a literal god. So, Shen Sheng should have already foreseen all these things happening. After all, foresight is one of the basic powers that gods possess. So, Shen Sheng preempted the secret organization, who wanted to steal the Soul Fragments which now become Soul Crystal, and sent it to the Rainbow Tower so that they won't be able to get it from him in case they attacked him.  </p>
