"I did research on police retirement." Red said. "No more than five percent of officers retire. I can imagine they would be concerned with their health."

"We can exploit that," Jimmy said, "and make it very dangerous for their health to come in here."

"We don't want to kill anybody." Trey looked at the pile of maps and plans as if he'd find a new answer.

"We can make it look dangerous. That would actually be better since we'd know it wasn't dangerous and be able to move freely."

"Add in some information about how unlikely it is they would survive anyway..." Red nodded and looked thoughtful. "We could have a lot of local police thinking there are better things to be doing than raiding the Underground."

"Especially if there's no one they can fight. I can't imagine anything thing worse than fighting your way through all kinds of dangers to discover there is no way to retaliate." Jimmy looked like his old self again.
