Dorothea was not at all surprised by the elders' decision.

In the long years she had been with the Romanoffs, Dorothea never favored any of the elders' decisions. It wouldn't take a genius to notice that the elders' only want to exercise their power. 

As the previous heads of the Romanoff Wolf Clan, their thirst for power towered over anyone else's. The process of replacing a head was, for the most part, frustrating for the one being replaced. 

There was a feeling of not being able to do everything that they wanted. Thus and so, they used their authority as elders to control the new head. Their influence, after all, still lived. There would be members of the clan who would look down on the head if they dared oppose the elders. 

Having said that, it was Duke Vartos Romanoff who was bearing the brunt from all sides. The Duke believed that the elders' wisdom was as important as his. Because of that, he unconsciously allowed them to walk over him.
