Chaos (Part 5)

Dabi incinerated a large group of guards the moment the main gate opened. The surviving guards fired their rifles. Dabi ducked down as the Nomu closest to him jumped in front to take the bullets. While Dabi's head was down, more guards came out to open fire. "Cease fire! Cease fire!" The guards all stopped and looked towards the Warden's voice. The warden, who they didn't know was actually a disguised Toga, smiled down at them. That was when the Nomus charged forward and tore the group apart. Slime covered Toga and removed her disguise. She now looked like her normal self as she skipped over to Shigaraki and Dabi. "Hey guys!" Shigaraki kept his hands in his pockets. "Welcome back. Good work." She giggled. Dabi looked up and saw a one armed man jump off from the top of one of the prison's roofs. He successfully landed and ran over to the group. Toga smiled more. "Compress!" Mr. Compress took a bow upon arriving. "I apologize for keeping you all waiting. Thank you for the rescue." Shigaraki reached into one of his jacket's inside pockets and pulled out the magician's mask. "I brought one of your spares." Mr. Compress accepted the mask. Instead of it being an elaborate pattern, the mask only had two black eyes on it. He still smiled as he put it on. "Thank you, sir." Dabi looked at Mr. Compress's stump before looking back at him. "They seriously took your prosthetic arm?" Mr. Compress nodded. Shigaraki sighed. "Dr. Nomura will get you a new one."

A wave of criminals charged out of the prison, immediately looking for an escape route. The Nomus surrounded the League of Villains. The crowd avoided them and just went around. Mr. Compress perked up. "Oh, that reminds me." He reached into his orange jump suit's pocket and pulled out two small orbs. After shattering them, Wake and Spinner appeared. They were both very confused at first. Then they saw Mr. Compress behind them. Spinner smiled. "You saved us, huh?" Wake crossed his arms, also smiling. "Thanks." The magician bowed. "Anytime, comrades." "Shigaraki!" Every member of the League of Villains looked up as a giant of a man jumped into the air from the crowd and landed in front of them. The Nomus began to act, but Shigaraki raised a hand, halting them. The man stood up. The league was surprised. Toga wasn't smiling. "...It's Muscular…" Muscular stood upright, glowering at them. "The League of Villains. It's about time you came back for us. I don't even know how long I was locked up in there." Shigaraki took a few steps forward. "It wasn't in our best interest to-" "I don't care what took you so long!" Muscular smiled as he pointed his thumb into his own chest. "I want back in! I want to pay Chris back for what he did to me!" Shigaraki smirked a little underneath his mask. "Are you sure about that? Chris is much stronger than the last time he beat you." "Good!" Muscular punched his own hand. "He got me by surprise last time! I'll make sure I kill that brat for sure!" Shigaraki nodded. "Very well. Welcome back, Muscular."

Shigaraki looked past Muscular and tensed up. The rest of the League turned towards what he saw. The rest of the world seemed to go quiet as they watched All for One float above the rest of the crowd. The villain mastermind was holding the oxygen tank that kept him alive, as he no longer had the black mask variant from his battle with All Might. The League stepped out of his way as he landed in front of Shigaraki. Before the leader could bow, All for One put a hand on his shoulder. "No need to bow to me anymore." The villain tensed up as he looked up at his mentor. All for One was smiling. "You've grown up quite a lot, Tomura. I don't know what's been happening since I was locked away, but the fact that you and your League of Villains are still here means you've been surviving. That's good." Shigaraki looked up at All for One. "Master, we can't beat the heroes. No matter what we try, we continue to lose. Freeing you was the only thing I could think of. We need you, master. We need you to return to lead us."

All for One let out a deep sigh. "...Shigaraki… I'm tired… very tired…" He raised up the oxygen bottle. "Look at me. I'm falling apart here. I never even expected to survive my rematch with All Might, and Endgame's punch caused even more permanent damage to my body." The League quietly muttered amongst themselves. "Endgame fought All for One and lived?" "Permanent damage?" "No wonder we could never beat him." Shigaraki lowered his head. "...then we've lost…" All for One smiled. "Nonsense. We have you." Shigaraki looked back up, confused. All for One continued. "You've grown into quite the villain. I've trained you from a young age to one day replace me. Even before my first battle with All Might, I knew that I wouldn't be around forever. From the moment I saw you, I knew you could lead us to a wonderful future. I know you'll tear down hero society once and for all."

All for One turned his head, something seemingly interrupting his thoughts. Shigaraki also looked, but didn't see anything. Then he did. A tall man with long black hair, His blue eyes remained unblinking. Most frightening of all was that he raised a guard's arm up to his mouth and took a bite. He stopped. Only moving his eyes, he slowly looked to the side, looking at the league of Villains. He dropped the arm and smiled, blood dripping from his mouth. "Shigaraki. Long time no see." Shigaraki glared. "Do I know you?" All for One put a hand on his student's shoulder. "He's not talking to you, Tomura. He's talking to me." All for One looked at the man. "I honestly thought you were dead." The man chuckled. "Not even the Symbol of peace could kill me, it seems. I was taken alive and locked away for who knows how long. Never even gave me a trial. Not that I blame them." All for One chuckled. "Neither was I, but I was only imprisoned for a year. Assuming you were imprisoned the day you vanished, you've been gone for nearly ten years." The man, still smiling, looked up at the full moon, which was rising above San Francisco. "...ten years… I have some work to do…" He looked back at All for One. "What happened to you?" All for One sighed. "All Might crippled me six years ago… and then I was arrested last year after I lost our rematch… but I did take him with me in a regard: he's retired and powerless." The man laughed. "The Symbol of Peace defeated. Truly a wondrous time for us. However, it looks like you won't be able to enjoy that freedom. Your body is destroyed beyond any kind of repair." The next words spoken by All for One haunted Shigaraki. "Yes. Before my injuries, you were the only person who could truly rival me in a head to head battle. Now, assuming you don't have any life threatening injuries yourself, you could easily kill me if you wanted to." The man turned his body towards All for One and the rest of the League, still smiling that maniacal smile. "Yes, I could." All for One stood upright. "So where will we go from here?" The man didn't hesitate to answer. "I'm willing to continue our previous arrangement: you stay out of my way, and I stay out of yours." All for One nodded. With that, the man walked away, disappearing in a flash of light. Shigaraki turned his head towards his mentor. "Who was that?" All for One slowly lost his smile. "Someone you shouldn't try to control."

In yet another twist, a part of Alcatraz collapsed. Shigaraki looked and saw the giant walking towards him. He laughed. He laughed a wicked laugh as a Nomu walked towards him. Dabi raised an eyebrow. "A Nomu? Why is it here?" Spinner narrowed his eyes. "I've never seen this one before." Shigaraki put a hand on the Nomu as it bowed to him. "This Nomu is very special. This one was able to go toe to toe with All Might himself, and was thought lost. Now I see that it survived the battle, and still seems to be in perfect condition. You'll prove incredibly useful."

A criminal stood on the edge of Alcatraz. He looked out at the city. "...we'll never make the swim…" His friend looked at him. "I'll make a phone call and we'll get picked up in a few hours." "The heroes will be here any minute now! There isn't any time!" The prisoners began to panic, and a few even dove into the water to try and escape. However, one criminal ran up to the League of Villains. "Hey! You're the League of Villains, right?!" They all turned to him. Shigaraki glared. "What is it to you?" The guy got on his knees, begging. "Please! I can't go back to prison! I'll do whatever dirty work you want!" Other criminals followed his lead, bowing their heads , getting on both knees, and begging. Shigaraki, at first, was disgusted. He turned his back on them. Then he stopped. He thought. He thought long and hard. At the USJ, he had a small army that was decimated by the pro heroes. Then he had a small group of high powered villains, but that strategy too is now beginning to fail. Why not both?

Shigaraki turned to the prisoners. "Listen to me, and listen to me well. The heroes are on the brink of wiping us out entirely. We've been reduced to the status of common thugs. However, we now have a chance. All Might is gone. Endeavor is weakened. The rest of the heroes are starting to lose focus without strong leadership to guide them." He raised a hand. "Follow me. Join the League of Villains. Under my command, we'll destroy hero society in its entirety. We'll put things back to the way they were." He smiled. "Once the heroes have been shattered, once our victory is certain, then my mission will be complete, and you all can do whatever you want."

Just like that, Shigaraki's League of Villains went from numbering just under 10 villains, to numbering over 3,000 of the most dangerous and psychotic villains the world had ever seen.
