Evening
The Kage Summit had started. On one side of the room, the Kage sat at a small semicircle table, while delegates from other villages sat in a larger semicircle opposite them. Each Kage had two guards at their side.
Even Koemi felt nervous seeing the star-studded cast of Kage-level shinobi present today. It was the first time she had seen so many powerful figures, and the anticipation of Amegakure's turn in the spotlight didn't help her anxiety. She looked at Akira beside her, who was sitting calmly, lost in thought.
'As expected of Akira-sama,' she thought. Seeing his calm demeanor also calmed her. She was confident that when it was Ame's turn, Akira would handle it well.
'Ah, decisions-decisions. Tsunade, Pakura, or Mei? Who is the hottest Kage?' Akira thought, his mind wandering. The Kage were also not having a particularly productive discussion.
"I want Konoha, Suna, and Ame to explain their actions. You are ganging up on other villages," Onoki demanded.
"We only joined together for defense; we never attacked," Pakura explained.
Onoki retorted, "You killed a talented young Iwa ninja, who was not even intruding in your village."
"Well, he tried to kidnap one of our jinchuriki," Pakura replied, her anger rising at Onoki's shamelessness.
"It was ten of yours versus three from Iwa. Your ninjas could easily stop him without killing him, but I bet you killed him when you saw his talent," Onoki argued.
"I think we should stop now. We can play the blame game later. The fact that you're here for this summit means you also want to stop this beast," Tsunade interjected.
"Hmm," Onoki grumbled, resting his argument.
"Well, as you can see, we have researched a lot about the bijuu. What we need now is a plan," Tsunade told them. She knew this summit was only happening because of the merchants' and daimyos' pressure. The financial losses due to destroyed roads, villages, and lives were immense. The power of money was enough for long-term enemies to come together.
"How much time will it take to produce this solution?" Terumi Mei asked.
"Only one day," Tsunade said confidently.
"Who will pay the cost?" Onoki asked.
Tsunade was confused; this was obviously decided before by their respective daimyos, but she still answered, "Well, it will be from the commission set by the daimyos."
"So the five villages will be paying for it," Onoki continued. "I don't think it's fair. We have Ame, who is directly responsible for this."
Akira stood up and pointed his finger at them, "I object."
Onoki glared arrogantly, "Who allowed you to speak, kid? This is a Kage Summit."
"Well, I am from Amegakure. You've been throwing blame on others, but you forget it was your fault," Akira pointed out.
"Are you sane, kid?" Onoki stood up. The other Kage were watching the situation unfold, standing aside.
"Of course, I am sane, but I think it's your sanity that should be checked," Akira replied.
"Brat! Choose your next words carefully; they might be your last," Onoki warned.
"I am right, you know. It is your jinchuriki who is out of control and is currently destroying the Land of Rivers and on its way to the Land of Rain. It is our mercy that we aren't demanding compensation," Akira retorted.
"But it was all because he was killed," Onoki argued.
"Boo hoo, a ninja was killed. Shinobi die every minute. I can bet one died in the time it took me to finish this sentence," Akira said. "It was your mistake to send a living bomb outside your village. You know what, if tomorrow the Nine-Tails goes berserk in your territory, you will be the one demanding compensation from Konoha."
Seeing the situation unfavorable for the Tsuchikage, Tsunade wanted to interject. But Raikage laughed and said, "The kid got you, Onoki."
"Raikage! They are taking your money too," Onoki pointed out.
"You know what, Onoki? I know what money is mine. After all, I am still of sound mind," Raikage laughed at his own joke.
"Now, now. I think we should come back to planning," Pakura redirected the topic, knowing it wouldn't be good for Akira even if he proved Onoki's fault. Onoki could only grit his teeth, but he etched Akira's face in his mind, promising to show the kid the reality of the world.
The Kage started discussing possible plans with their companions. Akira told Mei a plan she considered feasible.
"I think we should fight on the lake beside Ame. We will have both water and rain to cool the bijuu," Terumi Mei suggested. Hearing this, Onoki agreed to the plan. Others also thought of the environmental advantage. Knowing it would be bad if they did it, Akira sprung into action, "I object."
"Kid, it is a matter of the lives of our ninjas. We are going to take every advantage to save lives," Onoki responded.
"Of course, I have no problem with that. But you should know what will be the consequence of the bijuu touching the lake," Akira warned.
"Are you threatening us?" Terumi Mei asked.
"No, no, Mizukage-sama. I can't do that. I am just informing you of the disaster it would be if the bijuu reaches the lake," Akira explained. "If you let me explain, you will understand."
"Go on," Terumi Mei urged.
"Okay, excuse me. Can I have that?" Akira took the whiteboard placed in the room's corner. He drew an approximate political map of the world.
"As you can see, Ame rains all the time, forming a lake around the village, which we don't know how deep it is. If the bijuu reaches it, it will evaporate a lot or even the whole lake. Those water vapors will form clouds, but we also know the bijuu has the power to disperse the clouds. So the dispersed clouds will cause rain in many areas it shouldn't." He made a big circle around the map. "We can't guess how big this area will be. There is also the fact that the water from the Land of Rain will dry out, so get ready for droughts and food shortages."
"That is all I wanted to say," Akira finished his presentation. The others were stumped, realizing that there was now a time limit to the whole operation.
"Do you have a plan?" Tsunade felt that he knew a way.
"Well, I wouldn't call it a plan, but it could be considered an outline of one. Koemi, would you please distribute the plan?" Akira asked Koemi. She distributed the plans.
While they were reading, Akira pointed out some changes, "Please note that we can use the projectile to inject the potion Konoha developed."
The Kage were surprised not by the plan but by the fact that it involved ninjas from all the different villages. The more concerning thing was the plan considered the limitations of those ninjas. This could only be possible if the planner knew each ninja's powers.
"You didn't tell us your name," Terumi Mei asked.
"Oh, I am Akira," Akira replied.
In the end, the plan was passed, and the Kage sent info back to their villages to gather the shinobi required in the plan.
