Yukito persuades Q to sit beside him as he plays with his phone. Because S-level members can view many things on CROWDS, he's interest turn to watching daily conflict get solve with the tasks sent by Hundred. In the recent events, there seem to be more and more people troubled by underground organization's infighting.
Yukito was trying to verify the 'future' that Rui had seen. All DOLLARS members are called back to stay in here to avoid the conflict. For Yukito, it wasn't hard to see from the recent events in CROWDS that something is really about to start.
"Izaya, can you control Hundred to persuade CROWDS members to avoid some places that have high possibility to become battlefield, areas near organizations. It doesn't need to be detailed. Just simple warning."
"If it's not detailed, they might not follow it. Rui-chin~"

Izaya started to work on his laptop as he divided the CROWDS members in danger areas. Of course, other members will also get warning about the danger of going out this time. "Meeting? We don't have such a schedule today, right?"
Chuuya said so but he still got up preparing to go out leaving a mountain of unsigned documents in his desk (Contributing Factor: Dazai who doesn't do his job). Dazai didn't pay much attention and immediately go out.

Port Mafia opened a meeting with the veteran people in Port Mafia from Leader, Executives/Cadres, Department Heads and the two Quasi-Cadre. If these news is true, then Port Mafia will have to fight for it. If not, They just need to stand by and let other organizations kill each other.

Izaya look at the information and mutters. Other's were also curious to what kind of Ability does that person have.
"Is that news credible?"
"From what I checked, it is. But the place where the fortune was left is ambiguous."
The location on "where to claim" is ambiguous would mean that "everywhere" is dangerous in Yokohama. If so... then war is really about to come.
"Did you want to do something about this, Rui?"
"I wanted to help some innocent civilians that got caught in the middle of battles."
Yukito was a little surprise as he thought Rui doesn't want to get involve but Rui immediately explain that only in few weeks of the starting battle. If there's still people who go out later, she won't pay attention to them.
"Rui... Are you sure it was okay to tell that guy about this? If it conflicts to Port Mafia's interest, he might tell others about your Ability."
"It's fine. Because... that's human. If he sees Port Mafia as something worth protective so he speaks about me, then it's fine."
Rui didn't mind if Chuuya ended up telling her information. She can also confidently remain on the side of her [home] just as Chuuya works hard to protect his. Her idea of helping was out of selfishness. So don't expect to get a full amount of kindness in return.
Shibusawa Tatsuhiko appears in about 60 days after the war started ultimately targeting Gifted. One of his early victim was a Port Mafia Cadre codenamed 'Colonel', who's suppose to possess a powerful Ability even among Port Mafia. If it's not him, Rui wasn't that scared of letting out her avatars and even going out herself.

Rui ended up fulfilling her words, most of her avatars (Sanemi, Izaya, Mikoto, Katsuki and Mitsutada) with enough Ability to ensure their safety goes out. He is also tagging along with Mikoto. Other non-fighting faction choose to stay in the headquarters under Decim's watch.
They not only need to help people, they also need to pay attention in being seen by others. It's better to be low-key during this time as the didn't want to attract unwanted attention.

During the conflict, Mori Ogai ordered Dazai and Chuuya to form a combination. The two who never really get along with continue their bickering as they do their task. Of course, despite what they say in their mouth, they can actually considered to be a good team who has the "brain" and the "fists". Finishing the tasks smoothly. The only downside was probably Chuuya who always get tricked and played by Dazai during the mission.
They're teamwork seemed to improved fast but their desire to kill each other proportionally rockets up.
Chuuya at this time, was planning to tell his subordinates about Rui's prediction. He remembers the timeline was during the emergence of a bigger conflict during the chaos. The war already started. If it was the government, it would still take more time before they intervene. How long is the "long time" for the government was unknown. Those guys, in his mind, plan like turtles after all and in Rui's prediction the solution they came up with wasn't even a solution!
Needless to say, rare for Chuuya who values loyalty to Port Mafia was debating whether saying this or not to his boss. Rui and the others was really nice to him and they help him a few times now. But that doesn't mean that he could push out the organization for them.
