Adam, Yorky, the chief, and a couple of mid-size Tengus were sitting in what seemed to be one of the larger huts of the village. Adam and Yorky had already finished their meal and decided to talk to the chief right away.
The chief and its cronies were still eating. They seemed to either have gotten more pieces of food than the rest of the community or be eating extremely slowly. Adam did not know for sure.
These 3 Tengus were the most well-armed and biggest creatures in the community. It occurred to Adam that the perks of being in charge did not stop at additional food after each hunt. It was clear that this community was ruled by the strength-is-right model, so no equal sharing of resources with the whole tribe.
Having said that, he had not seen any flagrant abuse of power on part of the chief. As far as Adam knew, the chief was doing what it considered the best for the village. The best for the community and the best for the chief were pretty much the same at this stage of their development.
Adam was willing to negotiate with the chief while proposing his plans on how to improve the Tengus, but he was not entirely sure what the answer would be. If the chief was self-serving or even biased against Adam, his proposals might fall on deaf ears and be denied right off the bat.
After a couple of minutes, Yorky finished gesticulating to the chief and turned to Adam.
"He hear you. Want know more what the outer fighter need to do" he said.
"I need them to not only be around the village. We need to start mapping out the surrounding zones and identifying the areas where the beasts we want coming more often live. We might want to go out hunting instead of them coming to us for a change" Adam said.
"Chief says can't. Any alone in fields die quick"
"I have considered that" answered Adam. "I plan on arming and training the scouts. We need them to be able to come and go freely in these lands. We need more information and more resources than what we are getting right now if are to be masters of the red plains".
"You make weapons to all?" asked Yorky.
"With enough materials, there is no reason every Tengu does not have its own sword, armor, and shield" answered Adam.
At this, the chief stood up and got face to face with Adam. It was looking at him directly in his eyes, which gave Adam the idea that it was trying to read his intentions. This could also be a hostile move, and Adam noticed the cronies standing up and grabbing their weapons. After a couple of minutes, the chief continued grunting and Yorky started translating again.
"Plan that all Tengu fight? Many die. Village dies"
"No. I plan on training them on stealth and speed" answered Adam. "The idea is to have different teams with specialized jobs. The scouts will work on mapping the whole area and be able to alert us well in advance before any monster comes near the village. The other part of the plan requires some work, but we can guarantee a steady flow of food for everyone without risking any Tengus"
After a couple of seconds and some more grunting yorky had more questions "What you plan for the Tengu? What goal have?"
At that Adam decided to lay all his cards bare to the chief.
"Well, we need to increase food production if we want to increase the population. I need more population so the Tengu can become an army"
