His name is Okada Izou (岡田 以 蔵, Okada Izō). One of the 4 famous manslayers from the fall of the Shogunate, holds another name as 'Manslayer Izou'. He studied various styles of swords such as Onoha Ittou Style, Kyoushin Meichiri Style, Jikishi Style. Being involved in multiple murders, he was imprisoned and eventually executed for his crimes.
Overly proud of his own abilities, he had a tendency to look down on other swordsmen, but still considered 'One with the sword, swift and nimble as a falcon,' his sword skills were truly the original work of a genius.
In Japanese history at the end of the Edo period, it was the period when cutting people with swords was common. As a person from that era, Izou's swordplay 'Manslayer', who was an Assassin, was able to compete with those in the Saber class.
When he was alive, he had a relationship with Ryouma who could be called his best friend (movie reference / just nasuverse thingy), and there were times when he would also take a job as Ryouma's bodyguard. However, the flow of time eventually led them to Izou's separation and beheading. That's the reason why Izo hates Ryouma.
Fate / Koha-Ace: Teito Sehai Kitan
In Koha-Ace, he was summoned in HGW there. He was disguised as "Ryouma" and waited for Akiha + Kohaku at the mansion. "Ryouma" attacked them and urged Kohaku to order Okita to commit suicide. Instead of ordering to round, Kohaku ordered Okita to attack "Ryouma". The two collided and Okita realized that the style "Ryouma" was using was Jigen-ryu. Realizing that the result was nil, the master "Ryouma" ordered to retreat.
Then during the battle between Okitaa + Li and Mori, Okita used her NP and succeeded in destroying Spirit Core More. It used up all the Mana Okita had. "Ryouma" suddenly arrives to take a chance to win, but is warded off by a mysterious couple. The couple explained that they were the real Ryouma. Izo ends up fighting Ryouma, but is again ordered to retreat.
When Karen is facing off against Maxwell's Demon, Izo comes back to wrestle the fight and kidnaps Karen as hostage . With Karen kidnapped, Li as Servant Karen is forced to fight unarmed and face Izo. Karen orders him to ignore that and attacks Izo with a spear. But Li refused because he felt it was dishonorable. Even after Karen used CS, Li still refused. Bored, Izo ended up stabbing Karen with an excuse,
"You make a move, then you have to die"
That certainly made Li angry. Izo thought that Li couldn't do anything without the spear, that's why he lowered his guard. But that's where Izo goes wrong. Li took the opportunity to use one of his Baji-quan techniques, "Fierce Tiger Forced-Climbing Mountain" and killed Izo instantly. Li brought Karen home safely.
Fate/Grand Order: The Tale of Guda-Guda Imperial Holy Grail ~The Battlefront of Demon Lord in the Far East 1945~
In Guda3, Izo was initially summoned as a Servant in the Red Line Assassin. He traveled and killed other Assassins until he finally became the champion in his class Red Line. Each champion per class has a special skill, Izo has the ability to know all the opponent's information. He was shocked when Ryouma arrived because Servants shouldn't be able to get out of their respective Red Line. Ryouma told him that the special skill he got as a Rider was to cross all the Red Lines. Izo shouted incoherently as he talked about his past, until the story of him being beheaded. Oryo repeatedly irritates Izo and is always stopped by Ryouma.
Once upon a time, Ryouma ordered Oryo to take us (MC) and Izo to the Red Line Lancer. We arrived at Li Shu Wen's place. Li looks bored because none of the Servants can survive after one hit. Because of that he became the champion in the Lancer class Red Line. Just then, Izo came to him. Li fought Izo with a spear. End with victory Li. Izo couldn't believe he could lose so badly. Okita Alter asked our permission to fight Li, and at first she lost too. Li was quite amazed that Okita Alter could dodge 3 of his spear attacks. The two fight again and Okita Alter wins. Li realized that in Okita Alter's final strike, there was a divine impulse in it. That's what made him lose. Before disappearing, Li himself said that the difference in his ability with Izo was only as thick as a paper, but the length of the paper being compared would be different. Izo is still young and can grow even stronger, far beyond him. Seeing Izo's behavior, Li remembered his past when he was too proud and always said that he was invincible.
After that he returned to the base and the story continued a few days later when the odd thing happened. Suddenly the HGW started again because of Caster's act. The MC Alliance asks Izou to become a guide to find Red Line Caster because of the grail buff he got. Arriving there, the MC alliance was immediately intercepted by Caster's troops. Ryouma asked Izou to accompany him to slaughter the troops so that MC and Okita Alter could go straight to Caster. The two of them managed to slaughter even though they were seriously injured, suddenly the troops who came were increasing and that's when Hijikata came to break down the wall to help. When the army was completely depleted, he went along to meet Caster. Caster (Mitsuhide) ignored his existence because he was underestimated. That's why he was able to get close and cut Mitsuhide. Nobu lectured him and made him even more angry. Mitsuhide finally used the Grail to transform himself into Nobu mk 2.
Ryouma said that the Grail gave him strength to reach Divine Spirit level. Nobu, who has returned to his original body, complains if she doesn't fight Ryouma, surely she still has the energy to make her second NP to Mitsuhide. Okita Alter interrupts and asks anyone to take back the Grail in Mitsuhide's chest that turned into a golem. Ryouma wanted to know if the plan worked, so he asked Oryou to transform into dragon form once again (even though it should be impossible). Hijikata ordered Izou to attack from the right and him from the left. Also told Nobu to shower Mitsuhide with Three Thousand Worlds. Nobu was forced to obey Hijikata. Nobu, Izou, Hijikata, and Ryouma launched a combined attack, but it was still very difficult to draw the Grail. Since Oryou shouldn't be able to turn into a dragon more than once, this time she and Ryouma were really at their limit and finally disappeared. Previously, Ryouma apologized for leaving Izou to fight alone again. When the Grail was successfully removed, Nobu and Hijikata lost their strength and fell. Okita Alter's turn to finshing and kill Mitsuhide's golem. After it all ended, MC + Chaldean Servant returned home and Izou told Ryouma to come out of hiding. As a Counter Guardian, of course he won't die, he just disappears for a while. They talked until finally Izou disappeared.

For NP gain, the best chain is AQAEx. With an NP charge at 0.79%, assume neither crit nor overkill, so:
Arts + Quick + Arts + Extra
= 6.32% + 7.9 + 11.06% + 7.9%
= 33.18%
He can also Arts chain through NPAA, so:
NP + Arts + Arts + Extra
= 9.48% + 8.69% + 11.06% + 7.9%
= 37.13%
Overall just normal, but with the right CE and skill 3, he might be able to speed up a little.
For stargen, the best chain is QAQEx. With a stargen of 25%, stargen up to 8%, assuming neither crit nor overkill, so:
Quick + Arts + Quick + Extra
= 532% + 106% + 932% + 765%
= (5 star and 32% for 6 star) + (1 star and 6% for 2 star) + (9 star and 32% for 10 star) + (7 star and 65% for 8 star)
= 22 ~ 26 star
If in the previous turn he made NP (assuming only 100% OC), he got an additional 100% stargen up, so:
Quick + Arts + Quick + Extra
= 932% + 306% + 1332% + 1265%
= (9 stars and 32% for 10 stars) + (3 stars and 6% for 4 stars) + (13 stars and 32% for 14 stars) + (12 stars and 65% for 13 stars)
= 37 ~ 41 star
Not bad

The Settlement Sword (始末 剣 (し ま つ け ん, Shimatsuken) is Manslayer Okada Izou's unorthodox sword style, the ability to reproduce any sword technique with just a glance. When first summoned, it is limited to the techniques he knows about as long as he's alive (This is the reason there are some moves and sprites of him that resemble Musashi). But after a long period of time, when he saw a new technique, he might be able to improve it even further. However, what he could reproduce was limited to sword techniques, that was only anti-unit skills. For those whose techniques depended solely on the characteristics of their respective NPs, it also proved impossible for Izo to reproduce.
For the NP dmg calculation, we first collect the data. With a stat at 7879 at level 70 (already 1000 Fou), NP5 1500%, base multiplier 0.9x, he produces a NP dmg of around 24,464.30. Pretty low indeed. He's limited and that means he's hard to come by. However, even in NP5, the NP dmg was normally only slightly above the Cursed Arm. Eitz, it doesn't stop there. His 1st skill (anti-humanoid) is quite broad in scope because the majority of Servants are humanoid. If you fight against a humanoid enemy, his NP will be around 48,928.59. High enough and effective against servants.
ACTIVE SKILL
1. Manslayer
Rank: A.
Effect: Increases own damage against Humanoid enemies (100% at level 10) for 1 turn + Increases own critical damage (30% at level 10) for 1 turn.
Cooldown: 7/6/5
Manslayer (人 斬 り, Hitokiri) is a sword skill specially created to kill humans with a sword. A form of swordplay practice that only focuses on winning , not suitable for people whose souls seek truth from the sword (such as Yagyu). But that was the reason why he was strong and so fragile at the same time. For gameplay, this is the key to the high value of the attack. Anti-Humanoid is very useful against all servants, plus a crit that synergizes with both skill 2 and skill 3. Behind the cool effect of this skill, we have to realize that this skill is really fragile (matches lore). Because the duration is 1 turn while the CD is 5 turns, plus we don't know when he can make NP or crit considering the command cards are always randomized, so it's hard to find the right time to use this skill. Assume a humanoid enemy, for example in that turn we can NP and not crit, then the NP will give a big dmg but the crit up effect will be wasted. Likewise, when this skill is active but he can't NP, his crit is quite high but the NP in the next turn will be weak. I myself chose to activate this skill just when I wanted NP.
2.Eye of the Mind (False)
Rank: C
Effect: Grants self Evasion for 1 turn + Increases own critical damage (32% at level 10) for 3 turns.
Cooldown: 8/7/6
The Eye of the Mind (False) (心眼 (偽, Shingan (Gi), localized as "False Insight") is a natural gift for predicting / feeling and avoiding danger based on a sixth sense, intuition, or instinct. The accuracy of this instinct can increase with experience. This ability also provides a resistance effect against penalties caused by visual obstructions. Izo has this skill with the lowest rank with Billy. For gameplay, this skill has a double function. Evade is useful for durability and crit is useful for attacks, so you have to be careful with it.
3. One with the Sword, as Swift and Nimble as a Falcon
Rank: A.
Effect: Increases own critical star absorption (500% at level 10) for 1 turn.
Cooldown: 5/4/3
"One with the Sword, as Swift and Nimble as a Falcon." These words were used to describe Izou when he was still seeking knowledge in many dojos during the Edo period. Izou often learns new styles, he never seriously trains in any art / style, he always leaves his training halfway through, he never starts training up to the secret arts level.
In Izou's eyes, every style, every swordsman he encountered, always seemed to be beneath him, and in fact, he was. He always met the weaker ones.
For gameplay, this is what makes him a critter. Star absorb which is quite large with only 3 turn CD at level 10, really cool. But considering his stats, assassin multiplier, and deck arrangement, it's a big NOOOOOPE. At least his crit circulation can be made easier with this even if it doesn't matter how much.
PASSIVE SKILL
Name: Presence Concealment

Lore:
My sword's gotta be best under the sun, they would chide me. I thought so too, and as a matter of fact, no one was ever a match.
They begged me, said I was the only one who could do it, so, I see, I thought, and I swung my sword for them. They praised me as a master worthy of heaven's wrath, they gave me plenty of 'a money, and I felt rather swell. The folks who mocked me now feared me, they got ta walkin 'on the side of the road. Truly swell indeed, It was clear skies all around.
But sooner or later, they started to look at me with the eyes one looks at a dog. They started goin 'on about the high affairs of the state, or some complicated stuff, and I was feelin' all left out. Couldn't stand it, with the skies so clear, I couldn't stand it.
Sooner or later, I gotta loiterin 'the capital city on my lonesome self. Had no money, my stomach empty as can be. The sky above me so clear, but it felt like such a pain ta move. Don't matter what happens, do it?
Don't really know what happened when. Don't know when or where I went wrong. My head's never been great, so I must'a gone wrong somewhere. Well, perhaps I've been all wrong from the start. Don't tell me I was wrong way back then, back when I was havin 'fun with those guys down by the riverbed?
… Clear skies, nice and blue, clear skies indeed.

Advantages:
- Good stargen
- Skill 1 (Anti-Humanoid), quite universal
- Star absorb CD only 3 turn
Disadvantages:
- Normal NP gain (not as wow as you think)
- NP dmg without a low niche
- Despite the tons of crit ups, the low stats and multiplier make it less shine
Conclusion:
With his Rare (* 3) status but limited, I don't think he's worth it outside the event. It's not that I mean to mock, but nothing really stands out from him other than his Anti-Humanoid skill. Normal NP gain, normal dmg NP (without anti-humanoid) slightly above Cursed Arm, crit is also less shining due to rarity, class, and deck. But for those of you who are dying to get him because you need ST Assassin, it's still up to you. Skill 1 is universal, the number of servants who have "Humanoid" traits far exceeds the number of trait owners "Weak to Enuma Elish", making it quite reliable when fighting Servants even if it's only 1 turn.
