Lying inside of an X-Ray machine was Sienna. The X-Ray machine began to power down as she exited it. Walking into a separate room, she was met by a Faunaus Doctor. "From what I can tell, your perfectly fine, Mam. There's no issue with your heart, and the X-Rays don't show anything at all."
The doctor said this with a smile. However, Sienna's expression was dark. Leaving the Medical Area, she began making her way back to her office. 'Just what the hell did he do to me. I've tried everything, but I can't even get a trace of it.' Ever since Shen left, she had been trying to remove the Life Fiber wrapped around her heart.
After all, as long as it was there, she wouldn't be able to break free from Shen's control. But nothing she did worked. 'My only real hope would be that he dies and this whole thing ends.' As she walked down the hall, Sienna looked up and spotted someone. 'Blake? I have been getting reports that have been arriving more frequently than normal.'
Blake, who spotted Sienna as well, greeted her respectfully. "Hello, Mam." Although Adam personally hated Sienna, she didn't. "Blake, you've been coming to this base more than you used to. Is there something you need?" Sienna returned to her normal scheming self as Blake diverted her gaze. "I'm… I've been looking for someone, but they don't seem to be around."
Sienna's curiosity was peaked as she suddenly smiled. "Shen?" Blake's eyes widened a bit as she slowly nodded. "Yes… He said he would be around to help me with something, but I haven't been able to find him." Sienna watched Blake carefully before speaking. "He's off on a mission currently. I haven't gotten word back from him, so I'm not sure when he will return."
Blake seemed disappointed as she nodded. "I see. Well, thank you for telling me. I'll be going now." Blake gave a polite bow before walking away, and Sienna's eyes tracked her the entire time. "Interesting…" Sienna made her way back to her office, where she saw a White Fang Officer standing there eagerly.
"What is it?" The White Fang Officer felt relief when he saw Sienna and spoke. "Mam, we have recently received a large shipment along with a private message for you." Sienna's gaze narrowed. "What do you mean a large shipment? From who?" The White Fang Officer shook his head. "We're not sure, but two of our own Cargo Trucks and over ten other Mistral Military Transport Vehicles were filled to the brim with cases of Dust."
After saying that, the White Fang Officer pulled out a piece of paper and handed it to Sienna. Sienna walked into her office and opened it, only for her eyes to widen. She immediately went to her desk and opened up her scroll where a message was waiting for her. 'Of course, it just had to be him.'
[Hey Sienna, I hope the gifts I sent back meet your expectations. I'm sure you've been trying to free yourself from what I put around your heart. And from what I can tell, you haven't succeeded such a shame.] Reading the message, Sienna slammed her desk. "I swear the moment I get a chance Ill kill him!"
[In any case, I'll allow you to take credit for obtaining what I sent you. Everything from the Dust to the Military Vehicles themselves are yours. That should be enough to get the High Leader's attention and praise. However, I will require something in return. I need another two hundred members of the White Fang to be sent to Kuchinashi City. Alongside that, I'll need a few Gunships as well. I'm sure you won't let me down.]
Reading the last of the message, Sienna sat down in her chair while holding her head. By all means, Shen didn't need to send anything to her. The fact he held her life in his hands was more than enough. This was simply to show her what he was capable of accomplishing and the rewards that would come to her if she played along.
"Heh, I don't have a choice either way… Might as well take any benefits I can." Chuckling to her self delusionally, she began inputting orders into her scroll. Back in Kuchinashi City, Shen was lying on the couch, seemingly sleeping. However, his scroll rang with a notification which caused him to open his eyes slowly.
Reaching over, he grabbed the scroll and read the message he had received. Slowly a smile appeared on his face because of it. "Perfect. Now that that's dealt, I can move on." Shen suddenly heard a knock on the door as he raised his head. "Come in." Walking into the room was none other than Torchwick, with Neo following behind him.
Leaning back, Shen spoke. "And to what do I owe the visit?" Torchwick leaned on his cane as he responded. "I've made progress when it comes to the information you wanted. Cinder Falls is who you're trying to find, right?" Shen's eyes lit up as he nodded. "Indeed, but I wasn't expecting you to find her so fast."
Currently, the plot of RWBY hadn't even started yet. It would be around a month and a half before the main cast meets up at Beacon. And of course, Shen planned to do a lot before that happened. "Of course it's what I do. She's been quite active in gathering information about large Dust deposits, trade routes, and shops across Vale."
"Alongside that, it seems she's looking for a large amount of help to assist her." Shen seemed to be deep in thought as Torchwick said something. "So why exactly are you looking into her?" Shen's gaze landed on Torchwick as he replied. "You don't need to worry about that. Just keep your eye on her movements and report back when anything happens."
Shen was a little snappy when he said that, causing Torchwick to sigh. "Alright, you're the boss. Let's go, Neo." Turning around, Torchwcik was leaving when Shen said something else. "Neo, actually, I'm going to need to talk with you about something." Neo looked at Torchwick, who nodded, sending her over to Shen.
As Torchwick left, Shen asked Neo a question. "Neo, you were born mute, right, or did it happen after?" She seemed taken back by the question as she stared at him. "In any case, the reason doesn't matter, but I thought I would offer it to you. I found a method that may allow you to talk, although it would be limited to me. Although I'm not sure if the talk is the right word."
Neo's eyes seemed to widen a bit. Shen's words seemed to strike a kind of cord with her. When he noticed her reaction Shen continued. "In any case, if you are interested, let me know. You don't have too long to consider it." Shen waved off the decision as if it didn't mean anything and sent Neo on her way.
However, even as she left the room, it was obvious she was thinking deeply. As if scenes and images were playing out in her head, she walked slightly absent-mindedly. A slight smirk appeared on Shen's face as he thought to himself. 'Out of the people I want working under me so far, I've made progress with Blake, Neo, and Sienna. I'm sure I can get those three to come around easily enough.'
Although the list was extensive, you'd be surprised that Shen didn't actually care for a majority of the RWBY cast. Though he definitely wouldn't hesitate to bring them to his side Yang being as hot-headed as she wasn't on his list of priorities. The same went with Ruby considering her personality the only thing that interested Shen was her Silver Eyes and their ability.
On the other hand, Blake was already within the White Fang, and her potential was extremely high. 'And the same goes for Weiss and her sister… If I could have the entirety of Schnee family under my control.' The idea was tantalizing, to say the least. 'Well, I have plenty of time best not to make any promises with myself until I handle the matter at hand.'
Elsewhere within the city, two small groups were sitting in front of each other around a table. This was The Skillful, a tavern within Kuchinashi, and was extremely important. All major decisions regarding the city were made here, and alongside that, this was also where Huntsman and Huntresses without allegiance stayed.
"So why did you call me here. You know I don't bother to deal with your group in person." A tall man wearing a red leather coat was speaking with a very deep voice. He had a mask covering his entire face; however, he still gave off a dangerous feeling. This was Vermillion Raddock, the man in charge of The Hana Guild, one of the two criminal organizations with the most power in the city.
Narcotics and Weapons got them to the point they were at today. And they were extremely good at what they did. The weapons they sold and transported came from Atlas instead of Mistral and were highly sought after due to their nature. Alongside, a large number of drugs dealt in Mistral went through them at some point.
The person Vermillion Raddock was speaking to was the leader of another group. They were mostly middlemen and took profit from the trades they managed. While important to some, they were definitely not worth The Hana Guild's time in meeting in person. "I understand that, but we're in deep trouble here."
Their territory was extremely close to the Purple Lotus, which have openly stated they surrendered to the White Fang. The same went for the Madfalls as well. While their manor was burned to the ground and their goods were stolen, the Purple Lotus took over their territory as well.
That included all of the small groups that originally worked for them. "The Purple Lotus was already big before, but with the White Fang behind them, they're becoming an issue. their takeover when it came to the Madfalls made them larger than most groups within the city. They clearly don't care about acting out in the open, and they have the firepower to do so."
Raddock spoke in complete disinterest. "So you worried they'll come after you next?" He saw the man before him a nod. "Yes, and that would hard the both of us. While they might have superior numbers, The Hana Guild has the most Huntsman employed out of any other Crime Syndicate in the city. If you order it, you can have them crushed or at least forced back."
Raddock didn't answer the man for a moment as he suddenly stood up. "I can't believe you called me here to listen to this. If you have an issue with them, then you can deal with it yourself. As you said, they don't pose a threat to us, so why should we care? Your group is more than replaceable."
Hearing Vermillion Raddock say that made the man's face turned fearful. "Wait, please! Were willing to pay! We just need your assistance." Raddock continued to walk away with his group, not paying any mind to the man's pleads. In the end, he was left at that table with the realization that the mountain that would come down on him couldn't be stopped.
Although Shen himself hadn't made any moves, that didn't mean he had halted the White Fang. While he remained, inactive multiple groups were displaying their willingness to surrender before any major battles took place. Shen would always meet their leaders personally and 'Negotiate' with them. Afterward, they would be merged into the Purple Lotus.
This happened multiple times to fairly large groups as well, and as it did, his control over the city expanded. After he completely crushed the Purple Lotus and the Madfalls, barely anyone resisted. And when they did, Shen made sure to use them as an example to the rest. Eventually, Shen could be seen standing outside.
"You made sure that the Police and Huntsman academy won't get involved? I don't was the Mistral Military getting involved after all." Taupher was standing behind Shen and replied. "After you talked with the Police Chief, he became very compliant. We paid off everyone else who would have been an issue. We also sent a message to the Huntsman academy telling them we wouldn't bother them as long as they stayed out of our business."
And of course, no one in the city wanted the military to get involved, so the chances of them being called were close to zero. "Perfect." Shen watched as multiple gunships and dropships marked with the White Fang's insignia began to fly overhead. "It's already been more than half a month since I arrived in this city. I think it's about time I did what I came here to do."
"Tomorrow, well attack The Hana Guild in full force."
