POWER Agency: Code 000

In a world where magical powers are real, a society, POWER was created to unite the possessor of such abilities, as they were looked down upon as mutants, and feared too. The POWER Agency was also established so that the ones who were willing could use their powers to help people. But there were also the people who used their powers to oppress other people, and do harm.

Recently, the head of POWERS- along with quite a few agents- Rowan Hal, notices that their counterpart agency, VILE, has gotten more and more active, not to mention bold. That along with this Code 000 thing that had been going around, has aroused suspicion in his mind.
