When everyone was busy trying to take control of the whole continent, this country stayed calm—despite being the most strongest country.
Moreover, there has been no sign of them preparing to attack other countries. If there was—it would be their knight division going to the Sun Elf Territory after the great barrier has come undone.
However, staying in Reign Empire got him the gist of this place's lord's idea.

The difference between Riseland and Reign Empire was when Riseland citizens were only allowed to farms and some simple trading while the citizens have to pay the tax monthly.
Reign Empire was allowed to do literally anything with some laws one must abide. One can start business inside the city. When one starts a business inside the city and sells a product, one must pay a percentage of products.
Meaning if you sell a carrot and the carrot cost 1 gold coin, bronze coins will be sent to the government, pretty modern thinking.
That's why, Kramer Burns found the 'peace' idea to bring more benefit. If your citizens' business went successful, you also gets benefit. Even if it won't, you will still get benefits. Although it's better for them to be successful.
Moreover, not only the government, the entire citizens thinks. Instead of government thinking a way to profit their country while controlling their citizens to farm like a mindless doll, this country make uses of human brain to produce an endless creative way to benefit.

With those in mind, he actually thought of starting a business in this country. Amongst that, MakDonald caught his interest. It started as small shop, then the customer liked the food, and how 'fast' it was served.

Back to the present, he came to this place after hearing there's an horse racing event. He don't know this cultures but he found it interesting, and due to the broadcaster doing their good work, he was feeling excited.
By the way, he bet 500 Silver Coins on the horse called UltraWeek. The reason? Because it had Ultra in it name. It should be fast… no?
This betting made him feel excited, and have an strange feeling of 'relations' with that horse. He feels that he wanted the horse to win although he don't know why.
