Trying to trap him

The chief of Joler was not pleased with the outcome of his meeting with Sebastian; what he really wanted to do was stay in the middle. He had already spoken to the emperor about moving his men and pretending to betray Towana. When the time comes, he will backstab the people from across the sea, but Sebastian does not fall for his tricks; the man seems to have seen through him. The chief felt frustrated as he was unwilling to choose between either side at the moment, he was scared that it would be too late to cry if he made the wrong Bait. 

He also did not want his people to suffer for the mistake of emperor Vanish; after all, it was the emperor that went to kill the king's wife; what he wanted was to pretend to be on both sides, then when certain of who will win, he will choose a side.
