Twenty thousand men is at the border of Tai Ping that is near You Ye, twenty-five thousand men respectively will be at the borders of Tai Ping surrounding the tribal countries of Rouran and Qitan that were more skilled at war.

Ying Zetian in her mind came back to this war with the Qitan. The Qitan people believed in hunger will allow the Qitan soldiers to be more fierce and wilder while they were fighting in war. Not to said, the Qitan people like to plunder and believe in replenishing their rations in the cities they have passed by. Not to said that this war arises from the fact that the Qitan emperor lie to its people of the mistreatment of the hostage prince by the people of Tai Ping.
