What Goro said was not false, if they came to know this, they would also go after the tailed beasts.

Kentaro began hovering, he flew away from the area. Everywhere he went, Kentaro left after leaving the place destroyed.
Kentaro's figure was slowly getting smaller the more he flew further, he disappeared in the clouds.
Hidden near the mud field, a pitched black figure looked at the clouds. He was angry and irritated because of Kentaro's actions.
"Who is this man? He first captured the One-tailed beast and now, he captured the Two-tailed beast! He will become a hindrance to Madara, he might kill him before he manages to awaken his Rinnegan. I cannot permit this!"
The pitch black figure slowly sank in the ground and disappeared. If Kentaro saw him, he would have immediately recognized him. It was the great schemer, Black Zetsu.
