Admiralty Meeting Minus a Person

"I told you" Garp said as he ate another senbei, "Whitebeard isn't an idiot. He wouldn't attack you."

"You never know" Sengoku said as Akainu recalled his conversation with the strongest man in the world.

They were having their weekly admiralty meeting, the discussion between the most powerful decision makers in the navy. Fleet admiral Sengoku was sitting in the front, to his side was Tsuru, and on the other was Garp. Percy was sitting in a chair to the left of Tsuru and Akainu was on the left of Garp. Usually Rosati was supposed to be in the middle, but as usual, he was missing.

"Anyways" Akainu said as he ignored everyone, "that is the end of my talk with Whitebeard."

"And what is your impression of the man?" Sengoku asked genuinely curious about his response.

"Confident" Akainu started, "confident, bordering on arrogance"

"BWAHAHAHAHA that's him alright" Garp laughed making Sengoku glare at him.

"Shut up!" the fleet admiral yelled causing Garp to cover his laughter, "go on" Sengoku motioned with his hand.

"Power, we didn't fight; but I had the impression that if we did, it would be a fight to the death. He is one of the few pirates that I think can injure me seriously" Akainu narrated causing everyone in the room to pause and consider Whitebeard.

"True" Percy said breaking the ice, "he is that strong. One attack and he can sink this whole island into the ocean, he is that big of a threat."

Tsuru nodded her head in agreement, "luckily that man only cares about protecting his family of pirates and not claiming the throne. If he wanted it, he would have it by now."

"That's for sure" Garp said seriously for once. "He is one of the few pirates to ever fight me to a stand-still, him, Roger, and Xebec."

"Good thing for us, two of them are dead and the other wants to waste his life away" Sengoku sighed and looked at the people around him. "Akainu, your meeting should be enough to convince the world government to give us the funding we need to expand our grasp over the seas."

"Wait that's all we needed to do?" Percy asked as if it just clicked. "I thought this was the first of many steps we needed to take?"

"Nope" Sengoku smiled, "We are in luck this time. Because of the internal strife happening right now in Mary Geoise and cipher pol, most of the yearly allocation of belli has been granted to us. We just needed a justification for us to receive such an increase in budget. Speaking of which, aren't you supposed to be monitoring the new chief of cp-0?"

"Yeah... about that..." Percy scratched his head as he tried to figure out the right words to say. "Remember how we had to delay this meeting by two days? Well, I had to go to meet the gorosei immediately after returning back to Marineford."

"Ohhh..." Garp perked up his ears. Even though he didn't want to be used by the world nobles, he was more than glad to hear any drama or news coming out of Mary Geoise.

"I got assigned a new task by them. And I will probably require a lot of ships and at least a buster call."

"So... what is it?" Tsuru asked trying to hurry Percy along.

"I need to capture Rosati, dead or alive, hopefully alive." Percy finally admitted.

There was a brief silence before Sengoku exploded,

"What do you mean, arrest Rosati? What did he do? Why didn't they tell me? Where are you going?"

Garp tried to calm his old friend down, but it was having very little effect. Even Akainu was lost for words as this was not what he expected either. Tsuru was the calmest as he looked at Percy and asked,

"What happened?"

"I don't know how much I can tell you" Percy admitted which made a vein almost pop out of Sengoku's forehead. "Alright, alright" Percy inwardly chuckled to himself thinking about the struggles the navy will be going through to hide this in the future.

"It all started when chief Vape decided to step down from the division chief of cp-0" Percy began and everyone but Akainu nodded her heads in understanding. "Well" he continued, "the gorosei and Vape apparently decided to nominate Rosati as the next chief of cp-0" Percy explained.

"Makes sense" Sengoku nodded in understanding, "that is why Rosati stopped taking orders from me. He was already getting his directives from either Kong or someone else in the world government."

"Yes and no" Percy said which made Sengoku look at him in confusion. "He was promoted, but he stopped listening to you because he simply didn't want to anymore."

"What do you mean?" Akainu said as red smoke started to form on his body. To him, insubordination was the worst thing that could happen to justice next to pirates.

"I mean that he stopped answering calls from Mary Geoise as well" Percy said as he looked at Akainu.

"So he turned off his den den mushi? For what reason?" Tsuru asked as she tried to piece everything together.

"I don't know the details, but according to the gorosei who were informed by cp-0 spies, he is in Tottoland at the moment."

"Tottoland?" Garp asked confused, "why is he there? What does Rosati want with Linlin?"

"*sigh* A child" Percy said causing everyone to stop talking. "According to our sources, Rosati and Linlin have a child together and she promised that he could stay with their baby if he leaves the navy and join the Bigmom pirates."

"What?!" everyone said at the same time causing Percy to raise his hands to stop them all. "That is what cp-0 told me, I'm only repeating what they said."

"So Rosati and Linlin have a child" Sengoku said as he got up and started to pace back and forth, "and he could stay with him/her if he joined the pirate crew? Why didn't Rosati tell anyone?"

"I don't know" Percy shook his head, "Bigmom is a psychopath. Maybe she threatened to kill the baby if he told his comrades, who knows with her. She is a total wildcard."

"Hmmm... that's true" Tsuru agreed, "she is known to kill one of her children every now and then over her food disorder."

"Then what is your mission?" Sengoku finally asked.

"As I said earlier, to arrest Rosati, preferably alive, but if I have to..."

"I hope so as well" Sengoku rubbed his forehead as he felt a migraine coming along.

"Then the baby?" Garp asked as this to him was the more important question of the two.

"I don't know" Percy admitted. "Cp-0 might take lead on that one, but my main objective is Rosati himself."

"So cp-0 is still involved?" questioned the fleet admiral. "They will be there to assist you?"

"No, they are there in an unofficial capacity, as usual. I don't get control of them for this mission unfortunately. That is why I am requesting another buster call. Hopefully it won't get to that point, but if it does, I want as much reinforcements as possible. This is Rosati plus Bigmom after all."

"Done" Sengoku readily agreed as he prepared to make the arrangements. "But this cannot be called a buster call for public relations sake. You will just be taking out your troops to inspect the New world".

Percy nodded his head in understanding before standing up.

"I'll try save the baby" he said as he looked at Garp, "but I cannot make any promises. He/she may be heavily guarded by its siblings and that will only delay my fight with Rosati which cannot happen, not for a baby."

Garp didn't say anything but slowly nodded his head, agreeing with the admiral.

"I will wait until Orange gets back from her deployment, then we will set off, it's not like Rosati is going anywhere for the time being" Percy half- heartily joked, which no one laughed at. "Bah, no fun" he said as he left to fleet admiral's office.
