The Establishment of Government Structure I

Voran had another secret meeting with Veus and Fasuk. He began to show his fangs little by little by changing all the existing order in the Salauster Kingdom. Seeing how the situation of the kingdom was quite bad and was squeezed by the kingdom and domestic problems. Voran thought of a suitable way to end the situation. He's already done for foreign affairs. Meanwhile, domestic problems are quite complicated and cannot be resolved in just a short time. Compared to creating, getting back on track was much more difficult. Especially, if there is no proper guidance.

"Is Your Majesty sure of changing the current structure? Didn't you think about it first? If Your Majesty rushes to change it, there may be an imbalance that will eventually lead those who oppose to rebel. Wouldn't it be better to prepare carefully than this?" Fasuk continued to block Voran. He only did it because he anticipated a situation that should have been avoided rather than brought about.

Not only Fasuk felt that Voran was in a hurry, but Veus also felt the same way. He didn't understand why Voran would change this long-established government structure. Unfortunately, it couldn't be helped and how hard he thought about it. Veus didn't find the answer which only irritated him. They both stared at the calm Voran as he spread out a roll of paper on the table.

"Why are you two so anxious? I'll definitely change it and it's a must. Those holding office today are incompetent and will only bring this kingdom down. I will never allow that to happen, this kingdom is mine and is one with me. If it's destroyed then I'm ruined, and vice versa. Therefore, I want to fix it before it's too late. Of course, I won't rush. I will observe while building it!!"

Voran is not going to change the government structure any time soon. He prioritized establishing structure first while getting rid of those who shouldn't be holding high positions. However, there was one department that he had to form as quickly as possible. This department would play an important role in his kingdom and he couldn't wait long. The department he wanted to build from scratch was the Intelligence Department. He had a thought of forming three divisions within this department.

Voran understood the importance of intelligence very well. Either way, a fully-fledged intel again has a role that's hard to ignore whether it's in a battle or just a simple setup. Voran couldn't just let this go or things would develop to a difficult point.

So, he thought about establishing the department first than the others. Of course he didn't expect anything big in the beginning. However, he not only formed the department, but also assigned a task that could not possibly be underestimated. Voran explained his aim to Veus and Fasuk. Seeing the two of them giving their best for the kingdom, he felt it was inappropriate for them not to know what he wanted. After all, he still needed their help in the end anyway.

"So, how many people will be in the Intelligence Department, Your Majesty. I will find the best people and bring them into this department." Confidently Fasuk gave Voran a suggestion. He knew very well that this new department required a lot of fresh blood. In addition, he also wanted to show his loyalty to the kingdom as well as to Voran.

"I don't know, I also don't know how many people will join this department. However, the number will definitely never be small. However, I will set up two divisions within this department which will focus on all the information available both within the country and abroad. You should have guessed, right?" Voran really showed a side that neither of them could understand.

Fasuk saw the purpose of what Voran wanted to do, so he immediately told Voran one other important thing, namely the existence of someone who possessed unusual intelligence. In addition, he also reminded Voran that the kingdom still had an intelligence organization under the ministry. Fasuk told Voran calmly and he also told about the clever man. Fasuk explained it in great detail according to what he knew.

"Oh, I see. There was still another talented person who didn't show up! Indeed, those who have abilities above others will not be easy to deal with. With characters that certainly will not be the same, they have a persistent attitude in defending their ideals. It's a bit of a relief, I got to meet that guy." Voran had not at all expected to hear such a pleasant thing from Fasuk.

Apart from the two divisions, he also thought of another intelligence organization that would work directly under him. Of course he couldn't just give this high position to a person he didn't know. So, he hadn't thought about it thoroughly. However, this desire of hers was truly great. Therefore, he wanted to immediately meet the man that Fasuk was talking about. He has also clearly explained what department he will form. He called it 9 lives 1 death.

When he met the man that Fasuk was talking about, he was quite surprised because he was still quite young. With an appearance that is not too flashy but has a charisma that cannot be ignored. The young man greeted him. They met at Voran's private room. He didn't want to meet him officially as a King where he had to meet him in the Palace Hall. He wanted to know this man well so he invited him personally.

"Stuarts? Should I call you that?" Voran stared at the young man for a long time as he said his name. He really saw that this young man had something that no one else had, and he found it in his eyes.

"Yes, Your Majesty. That's the name my late mother gave me, I'm quite glad His Majesty called me. What on earth is an honorable figure like His Majesty calling me for?" he asked. Stuart looked calm and not too worried when he faced Voran who had a different aura from the others.

Granted his cultivation wasn't very high, but his abilities couldn't be ignored especially when Stuart looked into Voran's eyes. He felt a determination that not many others had. This made him feel unusual when he faced him, the look in Voran's eyes was very unsettling, especially when he looked at him.

"I heard that your intelligence is far above average and many of my subordinates praise your intelligence. As a King of this Kingdom, naturally I cannot ignore a talent like you, so I summoned you here to recruit you as my subordinate. This is not an order or coercion, I just want you." Voran didn't show any different attitude than usual. However, when he saw Stuart who had the aura of a learned man, he felt like he was putting together the pieces of a puzzle.
