Unclear Justice

What Alyssia had said had given Kizaru some insights into her goals and personality enough to come up with a plan of his own.

Among those of the Marines, Kizaru had the most unclear sense of justice than anyone else.

He could make unpredictable choices one day and when encountered with a similar situation, he would make a much different one.

He was not bound to some sort of belief that drove his actions but those that knew him had felt that he was a difficult person to figure out due to his usual behaviour.

Those that knew him more deeply had come to know that he disliked fighting against those that had a strong belief in something that drove them to put their life on the line for it.

One possible reason for him thinking like that was that he disliked crushing the hopes and dreams of those that burned brightly with a strong will and belief.

Another was that it was just too bothersome and too much work to deal with when he had been tasked with dealing with those that refused to back down no matter what.

He saw himself as a cog in the machine that was the world and it could be explained that he saw himself as someone that would have to cut off his own emotions and desires if it meant more effectively carrying out his duties so it could have been a hint of envy he had towards those that could behave so freely.

His unclear justice and his views of himself being a cog in the machine pointed to one thing in particular that helped to identify his pattern of actions each time he did what he did.

Each action and decision made had to take into account the orders that had been given to him and had to follow along with the goals of the Marines or World Government.

There could be one situation where he overlooked something and made deals for one person due to there being a lot of attention on them but had done very differently for someone else in a similar situation.

One such decision he had a part in was the deal involving the release of Arlong and several Fishmen while negotiating some things further with the Fishmen in exchange for taking Jinbe in as one of the Seven Warlords.

With the death of Fisher Tiger and the capture of Arlong, the remaining Sun Pirates were still going strong under the leadership of Jinbe who had lead them with a no human killing belief as he carried out each battle killing nobody.

The remnants of the Sun Pirates and the previously freed slaves of the Celestial Dragons could not be allowed to roam around freely and there needed to be something done that would satisfy the higher ups.

Placing a leash on Jinbe with the status as one of the Seven Warlords was the perfect way to achieve that and it had caused the Sun Pirates to lessen in fighting power and manpower once the previous slaves were able to return back to their home.

It had been even more effective in reducing the influence of the Sun Pirates once the crew split into several groups after they had disagreements about Jinbe becoming a Warlord.

The world was no longer talking about how there was a Fishman that had scaled the Red Line and had freed many slaves or about the remnants of his crew that were evading capture from the Marines each time.

Everyone's attention was on how the most important Fishman of their recent interest had been placed under the control of the Marines and the World Government which symbolised the power of them to be able to do so.

The prestige of the Marines and World Government were effectively restored leaving them looking better than they previously were.

The reason why Sengoku had come to Kizaru first was that he wished to get his opinion since Kizaru was good at looking at the big picture and could find a way forward far better than Akainu who would have a far different approach to dealing with the White Storm.

Some time passed before several figures entered his room which were Sengoku and Garp and Tsuru who had just returned and came straight to him.

Garp immediately fell asleep in the most comfortable chair he could find Tsuru stood to the side sighing at him.

Sengoku saw Kizaru slowly looking up towards him after writing some notes. "Any ideas?"

Kizaru slowly nodded. "I have some but from what you have told me, it would be difficult to pull over the White Storm without something that will make them attracted enough. Alyssia Lucine was described as being quite business minded and ambitious so we could use that.

She may have some disdain towards certain parts of our organisation but it is not like she is completely against it. She sees that we are a much needed part of the world so I doubt that she would go against us. We need to find a way to coexist."

Sengoku listened quietly for a while then spoke up. "I still have some things I cannot quite understand about her that still remain quite the mystery but you have brought up a very good point. So what do you have in mind?"

Kizaru slowly raised the corners of his lips before talking again. "The information collected on the White Storm is that many parts of split apart but are still able to function smoothly right now.

But… for an ambitious person like herself, she will want to either cut off one part to go for bigger things or she will need a way to be able to maintain everything without there being issues in between. If we use this well then we may be able to lure her in."

Sengoku was quick to understand and caught on to what he was moving on to explain so he interrupted. "The Red Line is our biggest advantage that can be used for this correct?"
