What several didn't know was that Nobuharu had mastered other forms of art thanks to the information in his grimoire. What he promised the Emperor was the use of dragon magic to take down Langford, but he never told the ruler how he was going to use it.

The Emperor was getting dissatisfied with the vague information he got about Nobuharu's involvement in the coming war, so he had to summon him for a little investigation.

Nobuharu, on the other hand, would not be comfortable with this, but felt it was necessary as he was well aware of the vague nature of the awareness the Emperor had about him. He could not really blame Magud for being this way—curious and everything. 

Immediately the Emperor called for a member of the royal guard, asking him if he should call for Nobuharu should he have arrived already.

So at once the guard went off, getting a carriage with him to go and fetch Nobuharu, hoping he had already arrived as anticipated by the Emperor.
