Leaving the terrified shivering Kiyomi behind, Seitenshi and Primis made their way to the where press conference was being held.

It was the regular routine of Seitenshi to speak with the media and listened to their questions occasionally.

When Seitenshi made her appearance, people got startled noticing the confidence and calmness on her face. They thought she returned back to how she was before the things in Tokyo area changed.

However, with time, they all started to sweat profusely.

Many knew that despite Seitenshi cold demeanor, she was a good person at heart since she also tried to do and try something that will bring benefit to the people. That's why people didn't mind her serious personality because that's how a Governor should be.

But this time, things were different.

She declared some measures that will be passed through Tokyo Area and will start working from tonight.

Those measures were so cold and that will drastically affect the lives of everyone living in the Tokyo Area.

When she was asked if she knew the consequences her decisions will lead to, she replied.

Seitenshi: I know what I am doing.

That's all she replied with.

At all this time, Primis who was standing and looking at from the side, whispered under his breath,

Primis: I must say she is really something.

Scáthach: I am still surprised that a single question from Lord could change her this much.

Ophis: Um

In Seitenshi room when they were engaging in talk, Primis pose a single question to her. Yes, just one question. Seitenshi didn't realize at first but once she gave it some thoughts, all clear doubts were cleared. She finally concluded what do to from now on.

Yes. From the moment, Kiyomi came in the morning to call her, till now. Everything Seitenshi did and ordered was at her own accord. None of them was Primis instructions or something.

Primis: In the plot, expect for Seitenshi, all other Governors of other areas which to rule the world. She was inclined to her help Civilians and Cursed Children as much as she can.

Ophis: I get it. Even though she was naïve and kind and faced many setbacks, she still succeeded in fulfilling some of her goals.

Scáthach: I see. This time, Lord made his move and change the path this little girl took to reach her destination.

Primis: Yes. Seitenshi goal is same as before. But I showed her a different way to accomplish it.

Ophis: If she wasn't betrayed by her people and saw how rotten her city is, she won't have taken this path.

Primis: Yeah. Anyway Scáthach...…

Scáthach: Um. On it.

Saying this Scáthach left.

--- Outside Seitenshi Palace ---

???: DAMN IT!!

Yasuwaki along with the other five guards were forced to leave the palace since they were no longer Seitenshi guards.

Yasuwaki: I don't know who that man was. Though I am sure it's because of him that Lady Seitenshi kicked me out.

This man, Yasuwaki, thought since Tendo Kikunojou was away for some business, he should be in Seitenshi's side at his place. He was even thinking of putting his plan in motion.

He had always courted Seitenshi's and was planning on make a move on her tonight. According to his thought process, Seitenshi had already grown up beautifully and will be sixteen this year. Hence, it's about time Tokyo Area's ruler had a successor.

But now because of Primis, all his plans went down into drain.

Yasuwaki: I will make him pay for it.

Whispering sinisterly, the man decided to leave.

Though the movement he turned, from the corner of his eyes, he saw someone.

A Divine beauty with long purple hair and red eyes appeared out of nowhere and was standing just a step away and was looking at him. Seeing her, he fell into daze.

'Yasuwaki: How could such a Goddess exists in our World?'

That was his thought as he unconsciously licked his lips repulsively.

Nevertheless, this was also his last thought.

SHIN!!

THUCH!!!

There was a crimson flash before six heads rose high in the sky.

---- Seitenshi Palace ---

Once Seitenshi was done with the media, paled face Kiyomi arrived and told her that the House of Councillors were demanding her presence right now.

Expected this response from them, Seitenshi nodded and made her way to meet with them.

During the whole way, Kiyomi remained silent with her head slightly lowered. She didn't dare to meet with the eyes of current Seitenshi.

After walking for some time, they finally reached their destination.

Opening the door Seitenshi entered along with Primis and Kiyomi.

It was a huge hall in the middle of which was a huge table. People could be seen sitting on the chairs around it. All the chairs were occupied except for the Master chair.

Walking over to it, Seitenshi sat on it.

Once she did so, she moved her gaze at the members of Councillors and spoke.

Seitenshi: I heard you want to have audience with me.

Council Member 1: Um, That's right. Lady Seitenshi, can you please explain what are you doing?

Seitenshi: I don't understand what you mean.

Council Member 2: Whenever a new law about to pass into Tokyo, it should first be discussed between us whether we should accept it or not.

Council Member 3: Correct. How could you decide one on the spot and order that it should be affected by tonight?

Council Member 4: Besides do you even know how it will affect the livehood of the people?

Seitenshi: In case I asked you, would the Council have agreed?

Council Member 5: It's not the matter whether we agree or not! You should have asked us first.

Every other Member agreed with this.

Seitenshi: I see. Actually, there is also something I want to say.

Replying calmly, Seitenshi looked at all of them and replied.

Seitenshi: To me, your opinion matter naught.

All Members: !!!!!!!!!!!!!!!!!!!!

Kiyomi: !!!!!!!!!!!!!!!!!!!!!!!!!!!

Seitenshi: From today onwards, there will be only one voice in Tokyo. And that is mine.

A dumfounded expression appeared on the face of everyone present in the room. They can't believe what they just heard.

After confirming that their ears were working fine, an infuriated expression appeared on their face.

Council Member 6: What did you say!

Council Member 7: Looks like you have lost your mind!

Council Member 8: Don't forget you are just a puppet! We are one who decid----

BANG!!

The sound of three gunshots resounded in the hall.

The three people who shouted at Seitenshi had a bullet-hole in their forehead and then their lifeless bodies fell.

THUD!!!

The next second the ground got covered in blood.

All Members: !!!!!!!!!!!!!!!!!!!!

Kiyomi: !!!!!!!!!!!!!!!!!!!!!!!!!!!

Except for Seitenshi everyone got shocked to the core and turned their head towards the source.

There they saw Primis standing in front of the door while pointing his Silverballer towards the direction of dead bodies of three councillors.

Council Member 9: H-How dare you k-kill----

BANG!!

THUD!!

Another body fell.

At this point, everyone's face turned pale in fright. They wanted to run but Primis was blocking there only exit.

Some council members tried to scream for help so that the guards outside would come running in.

BANG!!!

THUD!!!

Even more bodies fell.

As they were wondering what to do next, Seitenshi who also had slightly pale face, bury her fear in her heart and spoke.

Seitenshi: I will repeat my words again. I am the Governor and controller of Tokyo Area. Hence, from now onwards, I will be the only one who will decide what to do with it. I might hear what your opinions are, however, it will still be me up to me whether I want to proceed with it or not.

All Members: ......…

Seitenshi: Now if anyone is against it, please step forward.

No one spoke. They all glanced at Primis who was done putting a new maganize into his Silverballer and gulped nervously.

Seitenshi: Since no one step forward, this means you all agreed. 'Right'?

Putting some extra force on 'Right', she asked.

Hence, in the end, the remaining councillors had no choice but to nod.

Seeing that a beautiful smile appeared on Seitenshi. Yet, none of them appreciated it. Why? Because they all felt a chill down their spine seeing that smile.

Six Hours Later.

The door opened as Seitenshi, Primis, and Kiyomi left the room leaving the scared Coucillors behind.

By now their number had decreased to less than half.

Once they reached her room, Seitenshi spoke.

Seitenshi: You can return and continue with your work, Kiyomi.

Kiyomi: Y-Yes.

As if she was pardoned, Kiyomi hurriedly left while Seitenshi and Primis entered her room.

Primis: You go rest. I will handle some future problems.

When they were together, Seitenshi let go of her coldness and nodded. Though before entering her room, she asked.

Seitenshi: ...…What do you think of my actions?

Primis: If you are really willing to continue walking on this cold and bloody path then............ I have your back.

Hearing this Seitenshi body shivered slightly, and she replied in soft tone.

Seitenshi: ......Thank you.

Saying this, she entered her room.

A few minutes later, once Primis confirmed that Seitenshi had fallen asleep, he leaned back on the couch and opened his mouth.

Primis: Kisara.

???: Yes, My Lord.

The light behind Primis bent and Kisara appeared.

Since there was still a long way for her to go before, she could completely hide her presence. Scáthach taught her a way to use light magic to accomplish this.

Pulling some documents out of nowhere, Primis gave it to her.

Primis: There are the family members, friends, and relatives of those Councillor members whom I killed. The one at the end were of those six guards who I order Scáthach to kill.

After going through all of them one by one, Kisara asked.

Kisara: Does Lord want me to wipe them out?

Primis: Yes. Are you prepared? There are many little children, elderly, and some pregnant women there too. Can you swing your blade on them?

Kisara: I can.

Without a single hesitation, she answered.

Kisara: My parents were killed by my grandfather and my brothers. They spared me thinking what a little girl with kidney disease could do. When I left that house and lost all the Tendo influence, they became even more certain. However.........…what was the result.

A sadist smile appeared on her face as she continued.

Kisara: That weak helpless girl killed them one by one. *Chuckle* I still that despair in their eyes and words they said about they should have killed me back then. It was fantastic.

Then she walked towards the opened window.

Kisara: It will be hassle if those new-born or un-born children survive and came for the so-called revenge in future.

Next, she held the dark-red scabbard of her sword.

Kisara: And I am sure that my Akujiki would love to devour some pure souls of infants.

Saying this, she jumped out of the window and went after her targets.

Primis, Ophis, and Scathach looked at her departing figure with silence.

Primis: Make sure to protect her from shadows.

No one answered. Though the person who Primis ordered hurriedly followed after Kisara.

Ophis: Tendo Kikunojou would have never imagined that his trip to Russia will led to the fall of entire Tokyo Area in Seitenshi hand. The very girl who was nothing just a puppet in his eyes.

Scáthach: His shock will be evident.

Primis: No, it won't.

Scáthach: Huh? What do you mean "It won't", my Lord?

Primis: Because he won't be returning.

Saying this, Primis gave a side glance to Ophis and spoke.

Primis: Take Kisara to Russia tomorrow so that she can complete her revenge. It's time for this blood feud to came to an end.

Ophis: Ok......…. She will be elated hearing that.

Scáthach: It's her life goal after all.

Nodding Primis glanced at Seitenshi room.

Primis: She now have the Tokyo Area under control......... Next is the time for rest of Japan.

Night came.

A limousine was driving through the streets in the dead of the night.

Primis was silently checking his Silverballers while Seitenshi was sitting prettily across from him with her hands folded neatly in her lap and was looking out the window at the darkness outside with a slightly melancholy expression on her face.

Seitenshi: I never thought you will invite me out for dinner.

Primis: I just thought you will like some fresh air.

Seitenshi: Is that so.

Showing a mischievous smile, she asked.

Seitenshi: Why don't you come clear, Mr. Herrscher? By now even I am aware that you are not a person who would do something without any objective behind it.

Primis: Hmmm. True.

Seitenshi: So….

Primis: I heard that the meeting between all the Governors of the five Areas of Japan will take place in a month.

Seitenshi: You are even aware of something like that. I think I should stop being surprised when it comes to you.

Primis: Your answer.

Seitenshi: You're right about it.

Primis: I see. Now that Tokyo Area is under your control, I think it will be better to get rid of the Cancer cells that are still living here before the start of the meeting.

Narrowing her eyes, Seitenshi understood what Primis meant.

Seitenshi: Are you talking about other Corrupted companies and officials?

Primis: Along with them, the spies of other areas, other countries. As well as............…the Assassins.

Seitenshi: !!!!!!!!!!!!!!!!!!!

Widening her eyes, Seitenshi finally realized why Primis asked her out. Her demeanor changed as a devilish smile appeared on her face.

Seitenshi: Only someone like you will use a Governor of the city as a 'bait' to draw out the Assassins.

Primis: That's because even they won't have imagined that I could go to such length in order to make them came out of their hiding.

Seitenshi: Hehe. You are a lunatic.

Next, Seitenshi took out some peach juice from the mini fridge and poured it into a glass. She offered some to Primis, as well, so he took it. As he took a sip, Seitenshi lifted her face from her cup and spoke.

Seitenshi: it is rumored that Saitake Sogen, the Governor of Osaka Area has been fostering relations with foreign countries.

Primis: Go on.

Seitenshi: I've heard that America and other foreign countries have been secretly contacting President Saitake, providing him with capital and weapons.

Primis: Varanium. Huh.

Seitenshi: Exactly.

She stopped talking for a moment and continued.

Seitenshi: Varanium is the material used for the weapons and ammunition of civil officers and the Monoliths that separate humans from Gastrea. All these are essential in the fight against the Gastrea. A small country without that much land like Japan is still okay, but large countries like Russia and America need a large amount of Varanium to take back the land stolen by the Gastrea.

Primis: With the amount of Varanium left in the planet, even if you people scraped together all the Varanium in the world, it still would not be enough to take back all the world's continents from the Gastrea.

Seitenshi: Correct. Do you understand what this means?
