Ares, Daisy, and Rebecca were in a type of establishment that Ares had never seen before. Back in Jasmine, he was used to eating at other people's houses, or his own house. In Stokil, the cafeteria was the only place where they could get food, actually. However, things seemed to be quite different in Goliath. 

Goliath was a place designed to be both a city for normal people and a military base. The objective behind it was to make that place as autonomous as possible. Other fortresses received direct help from counties that were under their protection. They paid some sort of tax to afford their expenses. However, that was not true for that ancient fortress. 

In Goliath, the normal citizens produced goods, moved the service and construction sector, created their own businesses, and sold to other fortresses and counties. This way, they slowly generated a cash flow that kept the internal economy of the fortress sustained with ease.
