I do not believe that it can't come down and be put back up or controlled," Osdin snapped. 

Tuya just looked at him. Yeah, the barrier could be put back up, but it was a process to get it back up. It wasn't designed to be dropped. Their protection was one that remained in place always. Did he not remember how long it took to get the lower barrier back up when it was let go? Days, how long did he think this one was going to take? It wasn't a door you opened and closed.
