The rest openly want to escape, they have to find money to pay for the sins they have committed, the lives of people, the depressants, the deceivers, the fools, and the deeds, whether they believe in immortal life or something, if not. The intention that they have to show or define by a set of rules that are defined and created by their own ideas is used as an excuse and punished.
