In a world where there is an unbalanced society , witches , wizards and all magical creatures are forced into hiding . but after decades of fighting , the magic federation is formed and witch hunting is stopped

Over time the church starts to get corrupted by curtain individuals who want to be there own self righteous way of life .

A boy named shinoa Todoroki , who may be the only hope for magic loses his parents at age 5 and is taken to east Kyoto orphanage , where him and his friends are found to be witches and are now wanted criminals .
