"So, you're a merchant?" Phina smiled as she looked at William. "I never expected you to have such a reputation."
"I never asked for any of that pain in the ass people call status." William mumbled as he poked his food with his fork. He then looked at Phina with a raised eyebrow, "Look. I really appreciate the meal, but I have a lot of important things to do, and your intentions have reached me."
"P-Please wait!!" Phina reached for the leaving William. "T-There's actually something else I wanted to talk to you about, I need your help with something."
"What is it?" William's eyes went cold. 'I should have known better than to give her the time of day. Why can't anyone just want to just appreciate some time with someone else?'
"I know you have a lot of connections...I was wondering if..." a hint of hesitation flashed through Phina's eyes. "I was wondering if you could get me in contact with the Enforcer responsible for this entire area."
William's face was filled with shock. 'I thought she was going to ask me to reveal myself to the nobles!!'
"Y-You can actually just book an appointment with the Vice Captain of the 8th Squad of the Tortoise Army, Her Ladyship, Samantha Virgile. I can actually help you since I am acquainted with her Ladyship." William said awkwardly. The purpose of the Enforcers' Exodia was to protect the commoners and peasants, what would be the point if they can't get in touch with the Enforcers' higher ups? After all, there were plenty of corrupt Enforcers that needed to be kept under strict supervision.
Phina immediately beamed. She stood with a smile and walked over to William shaking his hand aggressively, "Thank you! Thank you so much!! You have no idea how much this means to me!!"
"Okay, okay." William chuckled lightly as he rubbed his arm. He then looked at Phina, 'She is so happy from me merely helping her save some time...my conscious would torment me if I don't help her, especially with something so simple.'
Phina's face then twisted in guilt. William was taken aback by the sheer amount of guilt he sensed around Phina. "Are you alright?!"
"I'm...I'm so sorry." Phina grit her teeth. "I came to thank you, but ended up making you do more work."
"..." William was stunned for a second. He then burst into laughter. "Hahaha!! You'd be surprised by how many people have done worse!"
"I don't care about others!! My conscious won't let me rest until I've returned both favors!" Phina said with some worry. She was willing to meet him in a wheelchair before she healed her back, she was willing to do just about anything to return the favor since she didn't really have much to lose.
"Okay...uhm...do you want to go now?" William asked awkwardly as he could not only see Phina's enthusiasm, but also sense it within his Inner Mind.
"Yes please." Phina said after she calmed herself. She wanted an explanation to anything as fast as possible. It was currently 1:15 in the the afternoon, they had plenty of time before Jack came to get her at 8:30 in the evening.
"Let's go then." William smiled as he left a few Silver coins on the table.
William hailed for a carriage to take them to the Enforcers' base. Even though everyone could see the base from anywhere in the city, it was still pretty far from the center of the city of Exar. If they wanted to save 2 hours of time, anyone would take a carriage there.
Phina was uncharacteristically silent. William glanced at her and sighed. He could easily sense her raging emotions, even without his unimaginable Synchronicity Rate to Emotional Laws.
"Calm down." William advised. "Her Ladyship does not like people who waste her time, so be quick and get straight to the point."
Phina simply nodded her head as her hands started trembling. Her mind started to wonder, 'What if I'm not actually an Enforcer? What if they accuse me of impersonating an Enforcer? I...I don't want to die!'
"Let's go." William said lightly as he helped Phina down the carriage.
The scene before them sent chills down their spines. The giant wall had 100 Beginner-rank Enforcers stationed at its base. Even an Advanced-rank expert would not survive an onslaught by such a fighting force. Not to mention that this force was merely the outer members, not even official Enforcers. Every single guard radiated a feeling of death. Phina found her movements to be sluggish and slow. 'What the hell's going on?!'
"Let her Ladyship, Lady Samantha, know that Will of Obtuse wishes to meet her with a guest." William nervously walked forward.
"Very well then." a guard looked at William indifferently, yet he looked at Phina with caution. "I will contact her Ladyship, you wait here."
The guard walked in immediately. Phina was obviously a powerful person, her being able to move casually under the Killing Intent of almost 100 Beginner-rank guards. Phina not having many guards suggested that she was not a noble. If they could recruit such a person to the Enforcers' Exodia, her potential wouldn't end at just being a normal Enforcer.
After a few minutes of waiting, the guard returned. He quickly saluted, causing all the other guard's jaws to drop, but they quickly got into a salute as well and yelled.
"The Enforcers' Exodia welcomes you!!"
The salute of a Leader Reserve member at the gate meant that the people waiting were important guests.
The Leader walked forward, "I apologize for making you wait, Master Will. Please do follow me."
Phina immediately felt a sense of relief after the guards stopped their barrage of Killing Intent. She quickly followed behind the two. After walking inside, Phina was surprised to see such a plain and undecorated interior. It was simply a large hall empty of furniture, except for a few tables inside. Though the place was empty of furniture, the same could not be said about people. The place was filled with all kinds of people. Commoners begging for help, nobles demanding to be freed, peasants wanting to be done with things, etc.
The Leader led them to a room in the back. The room's door had a golden plate that very clearly said "Vice Captain Samantha's Office".
Knock...knock. Knock.
William knocked the door in a peculiar way.
"Come in." a strict, yet soft, voice came from inside.
Phina was completely shocked when she entered. 'She...she is...'
