“H01 was firstly found in 2919. The authority arrested Zeno Hart, the man who could transformed his organs into metal and he used his queer ability to commit crimes. He founded a gang and caused many illegal cases. Hart was blacklisted as the dangerous person and after he had been arrested, he was sent to our research center in order to find the cause of his physical abnormality. Later, the other similar cases were found and most people preferred to use it for wrongdoing, for personal benefits and harassing the others. For the peacefulness of the regime, the Surveillance and Control of the Risks to Humankind Act 2966 has been legally enforced to protect the citizens since then. The act declared the word ‘H01’ to indicate the abnormal symptoms or the superhuman ability or the undesirable ability, ‘the Risk’ to indicate the person who is judged to have the symptoms under H01 case and ‘the Suspect’ to indicate the person who inclines to have the symptoms under H01 case.”
