Chapter 36 My Empire... My Rules

1 week after starting radio transmission.

I am on top of one of the largest buildings in the city of Washington, which has become a strategic observation point for the security of the city. Dozens of people are standing guard in all directions at all times with sniper rifles. This is one of many observation points strategically deployed throughout the city.

"So… Now, begin." I whisper as I watch as dozens of armed men march through the streets accompanied by several armored vehicles. This is nothing more than a farce, however, these actions achieve their goal and that is to scare newcomers. A little show of power can do a lot of things in a person's mind.

"Damn…boy, are you still the kid who interfered in a soccer game and stole the ball?" Negan asks giving me a pat on the back. "Everything you've done is beyond me in so many ways...it just seems absurd and yet you manage to do these things." He says with a smile on his face as he looks off into the distance. "You're a good liar, Justin." It's all he says in a whisper without looking me in the face.

"I am many things, uncle Negan." I say as a small smile settles on the curve of my lips. At that moment, a couple of helicopters with the logo of the empire fly over our position in the direction of the airport. "Being a liar is the least remarkable thing about me." I say with a satisfied smile as I look down at my city from above.

The main access roads to the city are full of vehicles lining up to enter. Mobile homes, buses, and anything that has wheels are found on the outskirts of the city, there are also many people moving forward with only what they are wearing or a backpack.

All the armed personnel was deployed to maintain the city's security and the road where the survivors are arriving, many patrols are currently outside making sure that no one is a threat to the Empire. Usually, a newcomer will meet 3 or 4 patrols before reaching the outskirts of the city.

Numerous trenches have also been dug around the city, in the event that any walker manages to breach the security perimeter, they will possibly fall into one of the many trenches and be eliminated later.

Since the radio transmission began, we have had a relatively large flow of people seeking refuge. Some communities have also established contact with us to exchange resources and establish a kind of trade. The CRM contacted us 2 days ago indicating that they would send a delegation to Washington to establish diplomatic relations. This will be very beneficial for my Empire and ensures that they will not attack us any time soon.

The newcomers don't just travel by land, the Potomac River is also full of newcomers' boats, including lifeboats, fishing boats, and even a luxury cruise ship.

"People keep coming into Washington, my men have been keeping the roads safe, however, we have run into some muggers who tried to take advantage of people migrating here." Negan says

"Did you take care of them?" I ask.

"They were captured and hung from the trees surrounding the road with signs on them specifying their crimes." Negan says with a smile on his face. "You know that makes us hypocrites, right?" He says.

"And who is going to stop us?" I smiled cruelly as I watched several truckloads of refugees heading to the Pentagon where these people will be ranked based on their skills and assigned to a job.

"You're doing that look again, that look doesn't belong on a child. However, I guess you were never a normal kid after all. Nice cape, by the way, you already look like quite the little dictator." Negan says looking at me intently with his bat resting on his shoulder.

I ignored his comment, I don't look like a dictator, my new cape just makes me look cooler. That is all!

"All of this... is just the beginning, we will start friendly relations with many communities. Washington will become the center of exchange between many communities and by the time they realize it, it will be too late." I say with my hand on my chest passionately clenching my fists. "Their communities will be in my little hands." I smiled through clenched teeth.

"What do you plan to do with the CRM? I highly doubt that they would sit idly by while a child begins to conquer other communities, they would consider us a threat." Negan asks me shaking his head. "Did you even think about it?" He rebukes me.

"Are you calling me stupid?" I growl in Negan's direction. "Are you aware that Beta managed to find the submarine USS Pennsylvania?" I ask, at this, Negan's eyes widen.

"So we actually have nuclear weapons? I thought it was just a bluff." Negan says monotonously.

"Huh, something like that." I say waving my hands dismissively. "We don't have the launch keys, however, we do have the sub… I guess we can extract the missiles though I have no idea how. I am not an expert on submarines or nuclear weapons." I say shrugging.

"And in case of an emergency, we can always blow up the sub in the enemy direction and then… KABOOM!" I exclaimed, throwing my hands up in the air as the wind makes my cloak billow epically.

At that moment, my radio started transmitting. "Your Highness, one of the newcomers has submarine experience says he served on a submarine called the USS Pennsylvania." Says a woman on the radio. At this, I stop in my tracks with wide eyes.

"Are you okay boy?" Negan asks concerned.

"This world!... This world is fun! Muahaha." I exclaim before bursting out laughing and holding my stomach.

Minutes later.

I find myself walking through the corridors of the Pentagon toward the interview area followed by Negan and two dozen heavily armed guards who quickly usher me through the throngs of people waiting to be interviewed and assigned to jobs.

Large propaganda posters adorn the walls throughout this complex along with a host of guards keeping the whole place in order.

"Make way for Your Highness!" One of my guards yells, pushing away people who get in our way.

"He's just a fucking kid." A man in the crowd mocks me. At this, one of my guards quickly approaches the man and picks him up by the neck, then throws him against one of the signs, thus breaking the protective glass.

"What's wrong with you? Bastard!" The man on the ground exclaims, catching his breath.

The guard then draws his pistol and shoots the man in the head, spattering blood all over the place. The guard then puts away his weapon again and returns to formation as if nothing had happened, leaving behind a panicked and stunned crowd.

"Well done." That is all I say as we keep walking and the cleaning staff runs towards the body lying on the ground.

Shortly after, I find myself in an interrogation room in front of a misaligned person, the most remarkable thing about this person was a key that he has around his neck.

"My name is Walter Schowski and I was Master of Weapons on the USS Pennsylvania before the world fell apart. For the last few months, I was wandering and trying to survive until I heard a radio broadcast, so here I am." He says sighing. "I want to support my country, I want to see it grow again."

"That is very patriotic of you, however, the country you swore to defend is gone and from the ashes, an Empire has been reborn. Now, Walter, do you want to be a part of rebuilding humanity? Do you want to be a hero? Do you want this whole mess to make sense?" I ask with a smile on my face extending my hand in his direction. "To defend what we are building we need that key and your knowledge." I say pointing to the key around his neck. That is one of the two keys needed to perform a launch from the submarine.

Either way, I'll walk out of this room with the key, if he refuses my men have orders to shoot him and then I'll take the key. However, his knowledge of the submarine would be wasted if he died.

Walter gives a shaky breath as he reaches his hand around his neck and takes the key, then hands me the key. "I don't know where the other key is currently." He says weakly.

"Don't worry, my men will search the area where the submarine ran aground." I say waving my hands dismissively. "In the meantime I want you to start training a crew, you will have all the resources you need and one of the Empire's officers will be supervising you." I say.

"I don't think I can train others…" He says, however, I cut him off.

"That's an order, soldier!" I exclaim.

"Sir, yes sir!" He says getting up from his chair as he maintains a firm posture.

Hours later.

I stand in the Pentagon command room with my hands behind my back and the nuclear key around my neck as I watch my most loyal subordinates. To my right is Negan and to my left is Mike, both with their hands behind their backs.

"I want you to send more men to support Beta, set up a defensive perimeter around the sub, and then start searching the surrounding area for a doomsday cult." I order.

"Your Highness, what are the orders once the cult is located?" asks Randall.

"The leaders of the cult have in their possession a very important key to the Empire, they must recover the key at all costs. As for what to do with their members… Their minds are tainted and they are a threat to the Empire." I say with a stern look on my face. "Kill them all!" I exclaim.

"Yes, Your Highness." My subordinates exclaim before starting to organize the logistics.

In the Fear The Walking Dead TV show you need to have both keys to launch the missiles. However, thanks to the radio transmission, one of the keys came into my hands while the other key is in the possession of the cult of the end of the world. I'll trust Beta's skills to take care of that problem. I will not wait for the plot to start to go for that submarine, if I have the knowledge of the future I will take advantage of it.

"Your Highness, for minutes now a signal has been interfering with some of our transmissions." Says one of the radio operators.

"Put it on the speakers, let's see what it's all about." I say waving my hand a little disdainfully. It's probably just a junk signal from some ham radio trying to communicate with us.

"Sanctuary for all, community for all, those who arrive survive..." Says a female voice over the radio with a lot of interference.

"Wow, isn't this interesting?" I ask while Negan and Mike look at me without understanding anything.

"I guess it's time for a helicopter ride, do any of you want me to get you a burger?" I ask innocently as a shitty grin spreads across my face.

Walter Schowski was part of the crew of the USS Pennsylvania. I recommend watching (Fear the Walking Dead: Dead in the Water) In the TV series he is killed because he has one of the two keys needed to launch missiles.

So, due to the butterfly effect caused by Justin, he is now under the protection of the Empire thanks to radio transmissions.
