Song Lan couldn't help but admire the technology of 2166 and the new phone he bought for the little boy. These allowed him to catch the final conversation between them and understand the full context of the situation.


The Foster family was searching for the little boy, not just to cover up the fact that they had killed a secondary rescuer but also to provide an explanation to Phine Arnhem. This might seem absurd but given her abilities, she could probably overthrow a small town singlehandedly.


After failing to find the boy, the Foster family simply changed their plan.


They arranged for Phine Arnhem to enter the city so she could search for the boy personally, and perhaps use her to get rid of their thorn in the side, Lu Xiang.


This move was like killing two birds with one stone.


Being the leader of the Law Enforcers, Lu Xiang couldn't possibly ignore Phine's rampaging actions in Zone 17.
